2. The Ministry of Environmental Protection and Agriculture of Georgia (MEPA) now invites sealed Proposals from eligible Proposers for the development and implementation of an Application
Program Management System and Monitoring and Evaluation System for GRAIL Project.
1) The Application Program Management System (APMS) is a comprehensive electronic platform designed to assist the Rural Development Agency (RDA) in managing the full lifecycle of applications
submitted under various projects and programs. It facilitates the receipt and registration of applications, processing of payment claims, evaluation procedures, and final disbursement of funds.
The system supports all stages of the operational workflow and includes modules for Initiating on-the-spot checks (field monitoring), collecting feedback from assigned officers, and tracking case-related data. In instances involving fraud or legal action, the system enables authorized personnel to access all relevant information related to the beneficiary and associated legal case files.
2) Monitoring and Evaluation System (M&ES) will be used to study the performance of a GRAIL project and to track to what extent the project is achieving its development objectives.
3. The supply, commissioning, and Operational Acceptance of the Systems must be completed no later than eighteen (18) months, plus 2 years Warranty Period, from the Effective Date of the Contract Agreement as outlined in the Implementation Schedule of Section VII.
4. Deliverables of the Systems:
1) The Application Program Management System (APMS)
2) Monitoring and Evaluation System (M&ES)
- General Experience: Experience under Information System contracts in the role of prime supplier, management contractor, JV member, or subcontractor for at least the last three (3) years prior to the applications submission deadline.
- Specific Experience: Participation as a prime supplier, management contractor, JV member, sub-contractor, in at least minimum one (1) contract within 5 years, with value of minimum US$ 400,000 or equivalent amount or two (2) contracts within the last five (5) years, with an aggregated value of minimum US$ 600,000 or equivalent amount, that have been successfully and substantially completed and that are similar to the proposed Information System.
The successfully completed similar contracts shall be documented by a copy of an Operational acceptance certificate (or equivalent documentation satisfactory to the Purchaser) issued by the purchaser(s).
- Financial resources: The Proposer must demonstrate access to or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement: US$ 200,000 or equivalent amount.
- Average Annual Turnover: Minimum average annual turnover of USD 1,000,000, calculated as total certified payments received for contracts in progress or completed, within the last 3 years
6. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
7. 8. Proposals must be delivered to the address below on or before May 23, 2025, 15:00 local time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below on May 23, 2025, 15:00 local time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
