Georgia has received financing from the Council of Europe Development Bank (CEB) toward the cost of the Rehabilitation of Public Schools in Tbilisi and Increasing Energy Efficiency Project and intends to apply part of the proceeds toward payments under the contract for:

Design, Construction and Increasing Energy Efficiency measures for Public Schools N102 for Children with Special Needs and N4 in Tbilisi

Government procurement procedures SHALL NOT apply for this procurement. Bid submission and bid opening will take place electronically using Georgian E-Government Procurement System with certain modifications. Major modifications to the Georgian E-Procurement System are:
- Functionality of the three rounds of e-Reverse auction is removed. Rounds will not be applicable.
- The estimated cost of the contract is disclosed in the E-Procurement system and bidders can submit a bid price, which could be below or equal the estimated cost, however pricing the bid is the responsibility of the bidder, which shall be based on the current market prices and any other factors, which may influence the pricing of the proposed works. A bid with the price above the estimated cost shall be rejected.

Please note that Bidding will be conducted through the International competitive bidding procedures following the requirements of the Council of Europe Development Bank’s Guidelines for Procurement of Supplies, Works and Services, dated September 2011, using the Georgian E-Government Procurement System.
Attached Bidding Document is in English and language of captioned Bidding is English.

*The Bidder must indicate the total Bid price in E-Government Procurement System.
Bidders shall indicate their Price in the relevant field at Georgian E-Government Procurement System. Failure to indicate Price as required above will form the ground for bid rejection.

**The person whom the Letter of Bid is signed by, must have the authorization to sign the Bid on behalf of the Bidder as per paragraph ITB 20.2 of “Instructions to Bidders”.
