Assignment Title: ESTABLISHEMENT OF ROADS DEPARTMENT NATIONAL HIGHWAY CONTROL CENTER (RDNHCC)

The Government of Georgia has received financing from the World Bank toward the cost of the East-West Highway Corridor Improvement Project (EWHCIP), and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project, which will be jointly financed by the Government of Georgia.

The Roads Department of the Ministry of Regional Development and Infrastructure of Georgia now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services: ESTABLISHEMENT OF ROADS DEPARTMENT NATIONAL HIGHWAY CONTROL CENTER (RDNHCC)

The Consultant will closely cooperate with the Roads Department of Georgia under the Ministry of Regional Development and Infrastructure (RDMRDI) to identify key stakeholders, assess their roles and institutional arrangements and establish communication lines. Based on the discussions and inputs from the stakeholders, the consultant shall propose a concept for the RDNHCC considering country specific preconditions and regulations.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Shortlisting Criteria are:

• General Experience: Experience in projects related to the implementation of Intelligent Transport Systems (ITS).
• Specific Experience: A minimum of two ITS projects within the transport sector with at least one project specific to roads, successfully completed preferably over the last 10 years.

Note: The Road Department reserves its right to verify submitted references and use obtained information for evaluation purposes.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 – Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Also, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the consultant’s services under the requirements of paragraphs 1.9 and 1.10 of the Guidelines.

Consultants may form an association (Please take into account that form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association) to enhance their qualifications. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company.

The consultants are strongly advised to limit their Expression of Interest to 30 pages. Company brochures may be included as an Annex, and will not be affected by the limit of 30 pages.

The Consultant will be selected under Selection Based on Consultant’s Qualification (CQS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”).

Estimated duration of assignment is 8 months with a possibility of downstream extension, subject to satisfactory performance.
