The Judicial Services, Training and Institutions Capacity Enhancement (JuSTICE) Project, funded by the Agence Française de Développement (AFD) and implemented by the
Ministry of Justice of Lao PDR, is seeking a consultant to design and deliver a Training of Trainers (ToT) programme.
This consultancy supports the ongoing reform of the National Institute of Justice’s (NIJ) one-year judicial training programme, which prepares future judges,
prosecutors, and lawyers. The consultant(s) will work closely with NIJ and its partner institutions—the People’s Supreme Court (PSC), the Office of the Supreme
People’s Prosecutor (OSPP), and the Lao Bar Association (LBA)—to train a core group of Master Trainers. These trainers will be equipped to deliver annual ToTs for new
legal educators, ensuring consistent and effective teaching methodologies, with a focus on adult pedagogy, problem-based learning (PBL), and structured legal reasoning
(e.g., IRAC).
The consultancy includes several phases: preparation and development of training materials, a 5-day in-person ToT workshop in Vientiane (tentatively scheduled for
September–October 2025), mentoring during a pilot training session led by the Master Trainers, and submission of a final report summarising activities, outcomes, and
recommendations for sustaining the ToT programme.
Key deliverables include a structured and replicable ToT curriculum, training materials, a ToT Programme Guide, and mentoring support during implementation. The total
consultancy is expected to last approximately two months, with some tasks completed remotely and others in-country.
