Assignment Title: Monitoring and Evaluation and National Project Coordination Officer - Central Project Management Unit

The Government of Fiji through the Ministry of Finance, Strategic Planning, National Development and Statistics has received financing from the World Bank toward the cost of the Fiji Tourism Development Program in Vanua Levu or ‘Na Vualiku’ and intends to apply part of the proceeds for individual consulting services.

The consulting services (“the Services”) includes supporting the Central Project Management Unit (“C-PMU”) established under the Ministry of Tourism and Civil Aviation (“MTCA”) in providing overall technical support and quality assurance for monitoring and evaluation and coordination of the Na Vualiku Project

The Services will have day-to-day management and coordination of activities of the Project, including coordination and support of internal and external monitoring and evaluation activities related to the Project to enable timely identification and tracking of Program and Project progress towards achieving planned outputs and outcomes in accordance with the Project Results Framework.

The consultant will also be responsible for national coordination and administrative support towards the effective and timely implementation of the Project.

The Services shall be for an initial period of two years and may be extended for the life of the Project and the longer-term Program with an expected start date of September 2024.

The Terms of Reference (“TOR”) for the assignment is below.

The MTCA now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such a situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are in the TOR.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Full-time basis for the duration of the project (5 years). The initial contract will be for a 2-year period with the possibility of extension subject to performance.

DESCRIPTION

The Ministry of Tourism and Civil Aviation (MTCA) is a newly established Ministry of the Government of Fiji (GoF), responsible for formulating policies to promote a sustainable and resilient tourism industry. The Ministry also oversees the development of civil aviation laws and policies to promote safe, reliable, and affordable air services to and within Fiji.

BACKGROUND

The GoF is seeking US$61.5 million in project financing from the World Bank (WB) for Phase I of the Fiji Tourism Development Program (Program) in Vanua Levu or ‘Na Vualiku’ (the Project).

The Program will be implemented over a multiphase programmatic approach (MPA). The MPA is a comprehensive overlapping 3-phase tourism development program in Vanua Levu and Taveuni that will support the realization of Fiji’s national development, private sector growth, and green growth plans. The program has two main aims: a) to improve the resilience and sustainability of the tourism industry, including short-term recovery and longer-term diversification and high-value growth; and b) to facilitate the execution of existing Government plans.

The Project is the first phase that will support the realisation of Fiji’s national development, private sector growth, and green growth plans. The Project aims to set the foundations for sustainable tourism in Vanua Levu.

The MTCA will be the Lead Implementing Agency along with two other Project Implementing Units (PIU), including the Fiji Roads Authority and Fiji Airports.

In preparation for the Project implementation, a Central Project Management Unit (C-PMU) has been established under the MTCA, staffed with consultants and personnel with key project management skills (procurement, financial management, environment and social risk management, and monitoring and evaluation) and technical expertise (tourism, gender) to manage the Project. The C-PMU will be supported with technical backstopping in specialized areas from various technical agencies as required.

The C-PMU is integrated as part of the Ministry’s structure and provides services to the other divisions, as well as providing planning, monitoring and evaluation, progress reports, and financial reporting, in accordance with both the GoF and WB’s requirements.

The C-PMU will include resources to deliver the Project services and activities, including work planning, reporting, budgeting and financial management, procurement, monitoring and evaluation, safeguards, training and capacity building, and communication.

To support the implementation phases, the MTCA is seeking a Monitoring and Evaluation and National Project Coordination Officer. While the role will report directly to the Permanent Secretary, it is not directly affiliated with the GoF.

SCOPE OF SERVICES

The Monitoring and Evaluation and National Project Coordination Officer (the Officer), based in Suva, Fiji, will provide overall technical support and quality assurance for monitoring and evaluation and coordination of the ‘Na Vualiku’ Project, in accordance with the relevant GoF and WB project design requirements and procedures.

The Officer will work under the guidance of the Project Manager, alongside the Financial Management Officer, Procurement Officer, Environment and Social Risk Management Specialists, and other positions including but not limited to consultants on demand.

KEY TASKS AND RESPONSIBILITIES

The role will have day-to-day management and coordination of activities of the Project, including coordination and support of all internal and external monitoring and evaluation activities related to the Project to enable timely identification of Program and Project progress towards achieving planned outputs and outcome in accordance with the Results Framework.

It will also be responsible for national coordination and administrative support towards the effective and timely implementation of the Project. The role will do so in coordination with stakeholders and be responsible for ensuring that implementation, planning and reporting are in accordance with the agreements between the GoF and the WB and relevant Project Implementing Units (PIUs).

The Officer will have the following specific responsibilities:

Planning

  • Oversee the Results Framework provided in Section VII of the Project Appraisal Document as the main tool for monitoring and evaluating overall Project outcomes and intermediate outcomes and outputs.
  • Lead the implementation of the Project’s Results-Based Monitoring and Evaluation (M&E) Plan including the development of methodologies as well as capacity and systems development and thematic and cross-country evaluations to provide an evidence basis of project performance.
  • Develop M&E Plans for the Project, including indicator selection, target setting, data collection, Logic Models, Performance Measurement Framework, Theory of Change (TOC), reporting, database management, and developing M&E and/ performance monitoring plans.
  • Develop the Monitoring and Evaluation manual regularly and provide technical guidance in the implementation of the Monitoring and Evaluation Operations Manual.

Data Collection

  • Coordinate with relevant agencies, including PIUs and Town Councils in the collection and analysis of required M&E data, ensuring that data is of high quality in order to report the results as part of the Project Progress Report.
  • Monitor and ensure the consistency of methods of data collection across the Project components.
  • Establish and oversee methodologies to track the Program Development Objective (PrDO) and e Project Development Objectives (PDOs) result indicators.
  • Lead the conduct of a beneficiary feedback survey at baseline, before midterm review and before Project closure. The Results Framework would include the following intermediate indicators: (i) beneficiaries who believe project financed activities respond to their needs (disaggregated by gender); and (ii) time for registered project-related grievances to be addressed through the GRMs).

Reporting

  • Oversee the Baseline Survey, Mid-Term Review (MTR), Endline Survey and Final Review of the Project.
  • Coordinate and prepare the MTR three years after the Project effective date to assess the overall Project progress; identify critical implementation issues; and make any necessary adjustments to the Project design, its components, or implementation schedule.
  • Coordinate and prepare MTR Progress Reports, as required by the World Bank, at least one month before the date of the MTR. Such review shall include an assessment of the following: (i) overall progress in implementation; (ii) results of the monitoring and evaluation activities; (iii) progress on procurement and disbursement; (iv) progress on implementation of environmental and social measures; and (v) the need to make any adjustments to the Project to improve performance.
  • By the end of the Project, prepare a Completion Report evaluating the Project outcomes and achievement of its objectives.
  • Contribute to and coordinate the preparation of Annual Work Plans and Budgets.
  • Coordinate the Project Report requirements in accordance with the Finance Agreement.

Capacity Building

  • Provide training and mentoring to field staff and partners to ensure the understanding and implementation of the M&E Plan and M&E system.

Coordination

  • Coordinate with PIUs and stakeholders on the timing of the surveys and data collection and to follow up with the teams to ensure M&E reports and indicators updates are provided in a timely manner to consolidate reports and update the Results Framework
  • Provide technical inputs on monitoring and evaluation parameters to improve planning, programming, and implementation.
  • Regularly follow-up on Project implementation progress as per the key performance indicators and agreed targets.
  • Coordinate workshops, Project Steering Committee meetings and other consultations included in the work plan.
  • Coordinate and exercise quality control over stakeholder consultations, ensuring availability of documents/ reports, proper scheduling, provision of facilitation, documentation of proceedings, etc. for these events are appropriate.

Other Duties

  • Perform any other duties reasonably requested by the Project Manager, Permanent Secretary and/or the Project Steering Committee.

The most challenging duties typically include:

  • Refining activity proposals, resolving issues and reporting to monitoring and evaluation principles and contributing substantively to the GoF and WB requirements.
  • Coordinating and monitoring progress across all proposed Project components and activities.
  • Complying with the administrative requirements of GoF and WB.
  • Ensuring correct financial documentation, reporting and information management procedures are followed.
  • Managing relationships between the C-PMU, PIUs, consultants, WB, and others including the provision of advice of differing institutional requirements.

EVALUATION CRITERIA

Curriculum Vitae (CVs) of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The candidate with the highest score may be interviewed before being invited to negotiate contract. The selected candidate may be interviewed before appointment. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits.

Minimum Requirements

CONTRACT DURATION AND CONDITIONS

  • The contract will be for an initial period of two years and may be extended for the life of the project and the longer-term program subject to satisfactory performance.
  • The contract is subject to a probationary period of six months and may be subject to satisfactory achievement of initial training goals.
  • Performance will initially be reviewed at one month, three months, and six months, and thereafter to six monthly and annual reviews.
  • This is a full-time position based in Suva, Fiji, and will involve travel to outer Islands, including Vanua Levu.
