Assignment Title: Selection and Employment of a Firm to conduct M&E on indicators, including a satisfaction survey on Digital ID services Ref. NO: ET-NIDP-491112-CS-QCBS

The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of Consulting Firm for supervision of Office Renovation Works.

National ID Program as part of the project implementation program is looking for consulting firm to conduct M&E on indicators, including a satisfaction survey on digital id services that supports the NIDP.

Experienced consulting Firms who have considerable experience are invited to express their interest for the assignment.

Objectives of the Assignment

Monitoring and Evaluation (M&E) of the performance of the partners is essential for digital ID programs because their scale and complexity require a structured approach to ensure they deliver meaningful results. National digital ID systems can generate significant benefits, but only when implementation is closely monitored to track progress, measure impact, and identify gaps early. A strong M&E function ensures accountability and transparency, particularly important when handling sensitive personal data, and supports proactive risk mitigation, including issues related to system reliability, data protection, and exclusion of vulnerable groups. Ultimately, M&E enables informed, data-driven decision-making and guides the system’s evolution toward long-term success and sustainability.

The objective of this assignment is to:

  • Establish an operational Monitoring, Evaluation, and Learning MEL ecosystem within NIDP, including methods, tools, SOPs, indicators, dashboards, and performance monitoring mechanisms.
  • Monitor the reliability, availability, responsiveness, and security of the Fayda system, including field-level operations, registration centers, printing and issuance partners, and service integration pathways.
  • Conduct periodic user experience research to understand service perceptions, adoption, barriers, awareness, and grievances.
  • Evaluate the performance of outsourced service providers and monitor SLA compliance.
  • Analyze and report on inclusion outcomes to identify underserved or excluded populations.
  • Build institutional MEL capacity within NIDP through training, coaching, and knowledge transfer.

Scope of the consulting services and specific tasks
