The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project. National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of Consulting Firm for supervision of Office Renovation Works.
National ID Program as part of the project implementation program is looking for consulting firm to conduct M&E on indicators, including a satisfaction survey on digital id services that supports the NIDP.
Experienced consulting Firms who have considerable experience are invited to express their interest for the assignment.
Objectives of the Assignment
Monitoring and Evaluation (M&E) of the performance of the partners is essential for digital ID programs because their scale and complexity require a structured approach to ensure they deliver meaningful results. National digital ID systems can generate significant benefits, but only when implementation is closely monitored to track progress, measure impact, and identify gaps early. A strong M&E function ensures accountability and transparency, particularly important when handling sensitive personal data, and supports proactive risk mitigation, including issues related to system reliability, data protection, and exclusion of vulnerable groups. Ultimately, M&E enables informed, data-driven decision-making and guides the system’s evolution toward long-term success and sustainability.
The objective of this assignment is to:

The scope of work is designed to provide a 360-degree view of the Fayda ecosystem, integrating quantitative data from system logs with qualitative insights from field-level research. The Consultant shall execute the following tasks over the 36-month duration of the assignment.
Duration and Location of the Assignment
The attention of interested firms is drawn to Sections III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016 (“Procurement Regulations”), revised February 2025, which outline the World Bank’s policy on conflict of interest.
The consulting firm will be selected in accordance with the QCBS method as outlined in Section VII, paragraphs 7.3 and Annex XII of the Procurement Regulations.
Interested Service Providers should provide information demonstrating that they have the required qualifications and relevant experience in the area. Service provider firms may include any relevant information that may indicate their experience and relevance for the assignment. This may include: Business license and related documents, company profile showing years of experience in the business, description of similar assignments, experience in similar conditions, technical and managerial organizational structure of the firm, number of key staff, availability of appropriate skills among staff, general qualification …etc.
