Name of Project: Response- Recovery-Resilience for Conflict-affected Communities in Ethiopia

Contract Title: Procurement of Civil Works Construction, Supply, Installation and Commissioning of Electromechanical Equipment’s (Solar Pump) of 28 Site in Amhara, Afar, Oromia and Benishangul-Gumuz Regions under WASH sector interventions.

• The Ministry of Finance (MoF), Response- Recovery- Resilience for Conflict-affected Communities in Ethiopia has to apply for financing from the World Bank toward the cost of the Response- Recovery- Resilience for Conflict-affected Communities in Ethiopia and intends to apply part of the proceeds toward payments under the contract for Procurement of Civil Works Construction, Supply, Installation and Commissioning of Electromechanical Equipment’s (Solar Pump) of 28 Site in Amhara, Afar, Oromia and Benishangul-Gumuz Regions under WASH sector interventions “For this contract, the Borrower shall process the payments by the project office under the Ministry of Finance.
• The Ministry of Finance (MoF), Response- Recovery- Resilience for Conflict-affected Communities in Ethiopia, now invites sealed Bids from eligible Bidders for Civil Works Construction, Supply of Solar pump with it’s all accessories, Installation and Commissioning of Electromechanical Equipment of 28 Site in Amhara, Afar, Oromia and Benishangul-Gumuz Regions. Bidders must have specialized experience in water supply projects, civil works, Supply of Solar Pump and installation electromechanical equipment for similar projects. The detail specific experience and others must meet requirements under section III-Evaluation and Qualification Criteria set out on the bidding documents.
• Bidding will be conducted through National competitive procurement (NCB) using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, September 2023 and latest version (here in after called “Regulation”) and ‘Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants’, dated July 1, 2016 (Anti-Corruption Guidelines); and other provisions stipulated in the Financing Agreements and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Ministry of Finance (MoF), Response-Recovery-Resilience for Conflict-affected Communities in Ethiopia, Ato Bantayehu or Ato Andinet, inspect the bidding document during office hours 8:30 am–5:00 pm or (Ethiopian Local Time 2:30–11:00) at the address given below.

5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable Ethiopian Birr 600.00 (Six Hundred Birr. the method of payment will be in Cash. The official scan bidding document will be sent in PDF format for all interested bidders through their respective email address, Please Note: - The bidders first effect payment in Procurement and Finance Executive office MOF 3rd floor & come up with receipt to 3R-4-CACE Project coordination office Infront of Budling -5 or near to Budget Department for registration and collection of scan Bidding documents in PDF through Email.

6. Bids must be delivered to the address below on 31st March 2026 on or before 2:00 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below Ministry of Finance-3R4CACE Project office at 2:30 PM on 31st March 2026.

7. All Bids must be accompanied by a Bid Security of Ethiopian Birr 2,000,000(Two Million) or equivalent in freely convertible currency in the form of an unconditional Bank Guarantee or Certified Payment Order (CPO) in the name of Ministry of Finance (MoF)-Response-Recovery-Resilience for Conflict Affected Communities in Ethiopia Project. The bid security shall be valid for twenty-eight days beyond the end of the validity period of the bid.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
