REQUEST FOR PROPOSALS (SELECTIN OF AN INDIVIDUAL EXPERT)

Assignment Title: Procurement & Contract Management Specialist (PIU)
Employer: Addis Ababa City Government Transport Bureau (AATB) - Bus Rapid Transit (BRT) Project Implementation Unit (BRT PIU)
Duration: Initially for 12 months (with 6 months trial period), renewable up to 36 months under AFD financing based on the consultant"s performance and availability of
budget.

The Government of Federal Democratic Republic of Ethiopia has received financial support from the “Agence Francaise de Développement” (AFD) to implement the BRT B2
line in the City of Addis Ababa (the ‘Project”). AATB, one of the two Project Implementing Agencies, intends to apply a portion of this financial support for the
recruitment of a Procurement & Contract management Specialist position within its BRT PIU.
The AATB PIU Procurement & Contract Management Specialist will be responsible for:
- Carry out all procurement and contract management activities related to the supply and commissioning of the BRT fleet financed by Addis Ababa City Administration (AACA),
in parallel with the Project implementation. Based on the latest operations plan approved for the BRT B2 system, approximately 327 buses of different sizes (12-meters and
articulated 18-meters) and potentially different motorization technology (diesel and/or full-electric) are expected to be procured.
- Provide support on procurement of BRT fleet for AATB. (i.e other related BRT corridors in order to integrate and have seamless operation of the BRT Service)
- Carry out all procurement and contract management activities related to the BRT service providers’ contracts, including the following;
System Control contract:- This contract includes (i) supply, installation and commissioning of BRT Intelligent Transport Systems [ITS]; and (ii) operations and
maintenance of these ITS for the duration of the concession contract; and (iii) staffing and operations of stations and the BRT B2 control center. ITS to be procured under
this contract include notably the Bus Management System (BMS), Bus Priority Signal (BPS), Communication system, Service scheduling and planning system, fare collection
system, the passenger information system, CCTV cameras in buses and stations, bus location tracking by GPS, control center (software and hardware), etc.
Vehicle Operator(s)’ contract(s):- The BRT B2 system is expected to be operated under performance-based “gross cost” (i.e. payment against delivered operational
kilometers or other arrangement) contracts between AACA and one or several vehicle operators, including the existing municipal operator, Addis Ababa City Bus Service
Enterprise (AACBSE).
Fund Manager Contract: - All fare and non-fare revenues from the BRT B2 system are expected to be collected by a local financial institution, and redistributed to the
different BRT B2 service providers according the formulas in their contracts. The fund manager will conduct the auditing of the system revenues as well.
Advertising and Commercial contract: - Depending on the final business model, and the presence of commercial activities within the system, the Consultant may need to
draft contract(s) to manage advertising in stations and/or on-buses, and commercial activities in BRT stations and/or depot.
- Provide support on procurement of BRT fleet for other BRT corridors in order to integrate and have seamless operation of the BRT Service
- Provide support on BRT service providers’ contracts for AATB. (i.e other related BRT corridors contracts in order to integrate and have seamless operation of the BRT
Service)
- Coordinate with technical specialists (ITS, BRT Operations, and Marketing) to identify and consolidate their requirements, and translate these needs into clear,
compliant, and procurement-ready technical and bidding documents, in accordance with applicable donor and national procurement procedures.
- Prepare and regularly update as needed the project procurement plan for goods and services related with BRT operations;
- Prepare (i) pre-qualification and tender documents for the BRT fleet and ITS equipment; and (ii) Request for Proposals (RFP) or Expression of Interest (EoI) for
services;
- Provide clarifications/answers to the questions raised by bidders during the procurement process;
- Assist AATB in preparing the evaluation matrix and actively participate in the assessment of bidders’ proposals and tender analysis; Draft contract terms and
conditions for goods and services;
- Participate in contracts’ negotiations for goods and services, up until contracts signing;
- Lead contract management for all BRT B2 Project-related contracts, covering ITS, operations, and fleet supply and commissioning, i.e. monitor contract implementation for
timely delivery, quality, and compliance with specifications.
- Track supplier performance and address issues during delivery, installation, or commissioning.Support AATB in the definition of a medium- and long-term procurement
strategy for BRT operation, including on other corridors;
- Provide technical support in preparing training programs, manuals and toolkits as required by the implementing agency (AATB);
- Assist the BRT PIU in preparing materials and presentations;
- Prepare reports as required.
QUALIFICATIONS AND EXPERIENCE
The Procurement & Contract Management Specialist shall have the following qualifications and experience;
o Bachelor’s Degree in Procurement, Project Management, Purchasing and Supply Chain Management, Business Administration, Accounting, Legal, Contract Management or
related fields of study.
o Master’s degree will be considered a plus
o A minimum of Ten (10) years of professional experience in the field of projects, procurement, supply management, contract management or related fields.
o A minimum of Five (5) years’ experience as a procurement and/or contract management specialist on projects.
o Proven experience in carrying out at least two (2) procurements on the supply of goods, preferably on the supply of IT/ITS equipment, and/or buses; including preparation
& Evaluation of the Bidding Document (contracts with values above EUR 5M will be considered a plus)
o Proven experience in carrying out at least two (2) procurement of service contracts (contracts with values above EUR 2M will be considered a plus)
o Demonstrated knowledge of, or strong interest in, the public transportation sector. Experience in Sub-Saharan Africa or other developing countries is required.
o Experience on AFD or IFIs procurement guidelines is a must
o Excellent writing and communication skills both in Amharic and English
o The candidate should be computer literate and proficient in the use of relevant computer programs.
o Previous experience on PPP contracts will be considered as an advantage.
Language: Fluency in English is mandatory and Amharic is a plus
