• The Government of Ethiopia has received financing from the World Bank towards the cost of the Lowlands Livelihood Resilience Project, Phase Two (LLRP II), and intends to apply part of the proceeds towards payments under the contract for the procurement of Promoting a digital solution for LLRP II crop and livestock value chain in PAPs, MSEs and PASCCOS across the project areas. “For this contract, the Borrower shall process the payments by the Federal Lowlands Livelihood Resilience Project (FPCU) office under the Ministry of Irrigation and Lowlands (MILLs).
• The Ministry of Irrigation and Lowlands, Lowlands Livelihood Resilience Project, Phase Two (LLRP II) now invites sealed quotation from eligible Bidders for the procurement of the following service.

• Bidding will be conducted through National Competitive Method using a Request for Quotation (RFQ) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and latest revised in February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
• The RFQ document in English language can collected by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by their respective email address or the Bidder can collect the soft copy of the RFQ document from Ministry of Irrigation and Lowlands, Federal Project Coordination Unit (FPCU) in No 9 below address.

• Quotations must be delivered to Procurement Unit, Federal Lowlands Livelihood Resilience Project, Mobile Plaza Building, 2nd Floor, Room No. C13, Africa Avenue Street, in front of Dembel City center, Near Aberus building on or before 30th December 2025 at 3:00 PM. Electronic Bidding will not be permitted. Late quotations will be rejected. quotations will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below Lowlands Livelihood Resilience Project-project conference hall on 30th December 2025 at 3:30 PM.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice.
