Invitation for Bids
Name of Country: Ethiopia
Name of Project: Restoration and Public Opening of the Addis Ababa National Palace
IFB No: FDREPA/IFB/001/2025
1. The Federal Democratic Republic of Ethiopia, Palace Administration has received funds from the Agence Française de Développement (AFD) toward the cost of Restoration
and Public Opening of the Addis Ababa National Palace. It’s intended that part of the proceeds of these funds will be applied to eligible payments under the contract for
Procurement of Ticketing Equipment.
2. The FDRE, Palace Administration (FDREPA) now invites sealed bids from eligible bidders for the procurement of Supply, Installation and Commissioning of Ticketing
Equipment (“the Goods”). These “Goods” are:

The detail Technical Specifications of the Goods are provided in the Bidding Documents.
3. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office of Procurement and Finance Executive, FDRE Palace

and inspect the Bidding Documents between the hours of 8:30 AM to 5:00 PM (EAT).
4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable
fee of 1000.00 ETB (One Thousand Birr) or equivalent amount in any other easily convertible currency applying the National Bank of Ethiopia Conversion rate at bid issuance
date.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding
Documents for Procurement of Goods.
6. Bids must be delivered to the above office on or before 2:30 PM (EAT) on September 30, 2025 and must be accompanied by a bid security of 4,000 € (Four Thousand Euros)
or equivalent amount in any other easily convertible currency applying the National Bank of Ethiopia Conversion rate at bid issuance date or Bid-Securing
Declaration.
7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 2:45 PM (EAT) on October 01, 2025, at the office of Procurement
and Finance Executive, FDRE-Palace Administration addressed above
8. Qualification criteria are as follows:
(a) The bidder shall have Trade license valid for the fiscal year 2017 E.C or 2024/25 G.C
(b) The bidder shall provide VAT Registration Certificate and Tax Clearance Certificate
(c) The bidder shall have, substantially, completed contracts of similar nature over the last five years.
(d) The bidder shall have a minimum average annual turnover of: Additional details are provided in the Bidding Documents.
9. The FDRE Palace Administration reserves the right to reject any Bid and to annul the bidding process and reject all Bids at any time prior to contract award, without
thereby incurring any liability to bidders.
