Assignment Title: Individual Consultancy Services for Technical Assistance on Grid Electricity Tariff Study for Petroleum and Energy Authority (PEA).

The Federal Democratic Republic of Ethiopia /Recipient/ has received financing from the World Bank toward the cost of the Power Sector Reform, Investment and Modernization in Ethiopia (PRIME-1) and intends to apply part of the proceeds for consulting services for engaging Individual Consultancy Services for Technical Assistance on Grid Electricity Tariff Study.

EEP is inviting Expression of interest (EOI) for International qualified individual consultants to provide Consultancy Services for Technical Assistance on Grid Electricity Tariff Study for Petroleum and Energy Authority (PEA).

The scope of services includes, but is not limited to, the following key areas;

  • Economic Analysis and Tariff Design: The Consultant will comprehensively review and assess utility-proposed current and future tariffs to ensure they are cost-reflective, equitable, and financially sustainable. This includes evaluating affordability thresholds, subsidy mechanisms, socio-economic impacts, and climate resilience considerations.
  • Scenario Planning and Risk Management: The Consultant will develop “Regulator’s Tariff Model” with scenario planning tools to examine the robustness of utility-proposed tariffs under varying conditions, such as fuel price shocks or climate impacts. This includes proposing risk mitigation strategies to ensure long-term financial sustainability.
  • Capacity Building: The consultant will strengthen the technical and operational capabilities of Ethiopia’s electricity regulatory authority and related institutions. This will include training staff, developing tools, and establishing methodologies for effective implementation and monitoring of tariff reforms, with a focus on long-term knowledge retention.
  • Monitoring and Evaluation Framework for Economic Metrics: The Consultant will establish an M&E framework to track the economic and socio-economic impacts of utility-proposed tariffs. This includes defining key performance indicators (KPIs) and equity metrics to ensure inclusivity.
  • Policy and Regulatory Framework Input: The Consultant will provide input on tariff-related aspects of existing policy, legal, and regulatory frameworks. This includes identifying gaps that impact affordability, equity, and financial sustainability, and proposing adjustments to ensure coherence between tariff reviews and broader regulatory reforms. Collaboration with the Regulatory Experts will ensure alignment with institutional governance and enforcement mechanisms.

His/Her minimum qualification and experience requirement is elaborated below.

  • Lead Energy Economist:
  • At least 15–20 years of experience in energy economics, electricity pricing, and regulatory policy. Advanced degree (Master’s or PhD) in Energy Economics, Electrical Engineering, Economics, Finance, or a related field.
  • Preferred Specialized Training:
  • Training in regulatory economics or renewable energy integration (e.g., IRENA, World Bank courses).
  • Project Experience:
  • Proven experience leading similar assignments, particularly in developing countries or Sub-Saharan Africa.
  • Strong knowledge of cost-reflective tariffs, regulatory frameworks, and policy reforms.
  • Led at least2 similar projects in Sub-Saharan Africa or emerging economies (e.g., tariff restructuring, utility regulatory reforms)
  • Technical Expertise
  • Proven experience leading similar assignments, particularly in developing countries or Sub-Saharan Africa.
  • Strong knowledge of cost-reflective tariffs, regulatory frameworks, and policy reforms.
  • Led at least2 similar projects in Sub-Saharan Africa or emerging economies (e.g., tariff restructuring, utility regulatory reforms)
  • Soft Skills
  • Stakeholder Management: Ability to mediate conflicting priorities (e.g., affordability vs. cost recovery).
  • Autonomous Work: Proven capacity to manage complex, multi-phase projects independently
  • Communication: Fluency in English (written/spoken); proficiency in Amharic or local languages is an asset.
  • Tools and Certifications
  • Software: Proficiency in economic modeling tools (e.g., Excel,Python,etc..), and understanding of energy sector tools such as GIS for grid analysis, and data visualization (e.g.,Power BI).
