The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project.
National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants.
National ID Program as part of the project implementation program is looking for an Individual Consultant that supports the NIDP. Experienced individual consultants who have experience,
passionate and innovative ideas for the position of Senior Special Regional Implementation Advisor invited to express their interest for the assignment.
The Senior Special Regional Implementation Advisor is expected to play a crucial role in fostering strong collaboration between the national program office, regional
leadership, sector institutions, and the public. It also plays a key part in driving awareness, adoption, and trust in the digital identity system across the region.
The Senior Special Regional Implementation Advisor will serve as the official representative and spokesperson of the National ID Program in Amhara Regions. The Senior Special
Advisor will be responsible for coordinating regional stakeholders including with registration entities operating in the region, facilitating communication, supporting ID enrollment campaigns,
and promoting public awareness and service integration across the regions.
Specific responsibilities for the Senior Special Regional Implementation Advisor will include, but are not limited to, the following core activities:
Provide strategic and policy advisory support to the regional management and operational leadership of the National ID Program (NIDP).
Execute the tasks outlined in the Program while actively coordinating the planning, rollout, and implementation of Fayda registration related activities across the region to ensure
effective and timely delivery.
Act as the primary liaison between the National ID Program and the Oromia Region, ensuring effective coordination with regional bureaus, sector offices, and other stakeholders on national
ID related objectives and responsibilities, including liaising with Registration Entities and other partners operating in the region.
Support the planning, implementation, and monitoring of National ID registration activities across the region, including regular progress tracking at Zonal and Woreda levels, and timely
reporting to head office.
Support a comprehensive Use Case Integration Plan that identifies and prioritizes key public and private sector services for integration with the National ID system, incorporating
stakeholder mapping, integration readiness assessments, and a phased implementation timeline.
Coordinate with law enforcement agencies to detect, report, and follow up on National ID-related fraud and illegal activities, ensuring appropriate legal action is taken.
Monitor and strengthen the grievance redress mechanism to ensure complaints are promptly received, tracked, and resolved, with regular reporting and feedback to improve service delivery.
Lead public communication efforts by ensuring the timely and accurate dissemination of information about the National ID Program through media outreach, stakeholder engagement, and
awareness campaigns in regional official working language and English.
Facilitate public engagement activities including briefings, and outreach campaigns to build awareness and trust in the program.
Identify implementation challenges and risks at the regional level and propose practical, context-appropriate solutions to ensure smooth operations.
Engage and support local stakeholders, including government entities, civil society, the private sector, and development partners, to promote and accelerate the adoption of the National ID.
Participate in national and regional review meetings and act as a liaison between national, and regional program offices to ensure alignment and coordination.
Carryout other duties flexibly as assigned by the Program.
National ID Program, Digital ID for Inclusion and Services Project now invites eligible Individual Consultants to indicate their interest to provide the Services. Interested Consultants should
provide information demonstrating that they have the required qualifications and relevant experience to perform the services for a period of one year with possibility of extension for
additional period subject to outstanding performance of the consultant and availability of budget. The qualification criteria include the following;
Master’s or Bachelor’s degree in Management, Economics, Public Administration, Political Science, Communication, Law, Information Technology, Engineering, or a related field.
Minimum of 15 years of relevant experience for Master’s degree holders, or at least 17 years for Bachelor’s degree holders, preferably experience in advisory and liaison roles,
stakeholder engagement, government coordination, program implementation, or related areas including experience in leadership and management.
Proven familiarity with Oromia regional governance structure and public administration systems.
Familiarity with data protection, privacy, and digital ID principles.
Ability to work independently with minimal supervision.
Experience in preparing concise reports, briefing notes, and stakeholder updates.
Strong project coordination and organizational skills, with the ability to manage multiple priorities under pressure.
Ability to identify implementation challenges early and proactively coordinate practical, region sensitive solutions.
Detail oriented and skilled in data collection, monitoring, and reporting on field-level activities.
Willing and able to travel frequently to different regions and remote registration sites as required.
Proven experience engaging with regional and federal administrative and political institutions.
Strong regional network and understanding of local political, social, and cultural contexts.
Required Competencies
Integrity, professionalism, Cultural sensitivity and respect for local values and traditions.
Excellent verbal and written communication skills in regional official working language/ Afaan Oromoo, Amharic and English is required
Ability to clearly articulate complex ideas and represent the program with confidence and clarity to high-level stakeholders, community leaders, and media.
Proven ability to build and maintain effective working relationships with regional and local government offices, civil society organizations, and development partners.
Flexibility and problem-solving ability in dynamic environments.
Understanding of and alignment with the objectives of the Ethiopian Digital ID initiative, data protection principles, and responsible digital transformation.
The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation. The attention of interested individuals is drawn to Section III, paragraphs 3.14, 3.16, and
3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” July 2016 (“Procurement Regulations”) revised November 2017, August 2018, and February 2025 setting forth the
World Bank’s policy on conflict of interest.
An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations.
