• The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia Digital Foundation Project (DFP) and intends to apply part of the proceeds toward payments under the contract for the procurement of Digital MInT Expansion and Upgrade the ICT Infrastructure.
• The Ministry of Innovation and Technology (MInT), Ethiopia Digital Foundation Project (DFP) now invites sealed Bids from eligible Bidders for Digital MInT Expansion and Upgrade the ICT Infrastructure, which is intended to be delivered within Four months.

3. Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, Revised November 2017, August 2018, November 2020, June 2021 and July 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Ministry of Innovation and Technology (MInT), Ethiopia Digital Foundation Project (EDFP), Tessema Geda(Project coordinator), tessedf@gmail.com/ procurement@mintprojects.gov.et and inspect the bidding document during office hours from 8:30 - 12:30 and 13:30 - 17:00 from Mondays to Thursdays; and 08:30 to 11:30 and 13:30PM - 17:00 on Fridays at the address given below.

5. The bidding document in English language may be freely accessed by interested eligible Proposers upon submission of a written application/request to the email addresses indicated below (email should be sent for both addresses indicated below). Once email request has been sent to the designated email addresses, the softcopy of the RFB document will be sent to the requester. To facilitate further communication and correspondence, the proposer should indicate the name of the company, contact/focal person, telephone number, workable email address and relevant information on his/her request email.

6. Bids must be delivered to the address below on or before 23rd September 2025@ 14:30 hours Ethiopian Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 23rd September 2025@ 15:00 hours Ethiopian Time.

7. All Bids must be accompanied by a Bid Security as appropriate of amount USD 7,000.00 (US Dollar Seven Thousand) or ETB 930,000.00 (Ethiopian birr Nine Hundred Thirty Thousand only) or equivalent amount in a freely convertible currency.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
