Assignment Title: Selection and employment of Senior procurement specialist ET-CENTRALETH-481113-CS-INDV
The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of One WaSH National Program (One Wash CWA Phase II) and intends to apply part of the proceeds for consulting services of senior procurement specialist
The procurement services (‘‘the services’’) include: The Senior procurement specialist will provide procurement service to the Central Ethiopia Regional State Water, Irrigation and Mine Development Bureau. OWNP WaSH PMU, and to increase efficiency in processing of procurement and contract management of contracts under WaSH CWA-II PMU
The senior procurement specialist will also execute procurement activity with the principle of value for money with integrity in achieving the project development objectives through:(a) Ensuring the proper and speedy implementation of the project by deploying agreed procurement regulations and effective use of available resources in accordance with the World Bank’s Procurement Policies, Regulations and Procedures,(b)Manage and monitor the project Procurement activities using the Bank’s Systematic Tracking of Exchanges in Procurement (STEP),(c) Supporting and strengthening of the structures for procurement implementation at Central Procurement Unit/ WaSH PMU in Water Bureau ,(d) Provision of technical procurement support to the Water Bureau procurement staff to enable them effectively carry out the activities included in the procurement plan,(e) Build procurement capacity in the Water Bureau through hands-on training to the Project procurement staff and (f) Design and conduct workshops for staff of the implementing units on the Bank’s procurement policies and guidelines.
The procurement specialist will carry out procurement activities but not limited to the following
Prepare annual procurement plan update plan, procurement bid document, evaluate bids and upload procurement documents on Bank STEP.
Get acquainted with the WaSH project legal documents:: The PAD and FA and the application of these documents for implementation;
Review and get acquainted with the WSSP project implementation documents: The CWA II POM, other manuals, region specific implementation plans and assist the Woreda and Towns’ Water Supply and Sanitation Project to adhere to these documents during project implementation.
Prepare the standard procurement documents prepared for the project, ensure the appropriate use of them by the implementing agencies and provide inputs for updating and enriching the documents.
Review the procurement manual, prepares capacity building training materials and provide formal and on the job training for procurement staff in the regions and towns on the application of the manual and standard procurement documents.
Monitor adequacy of the number and qualification of procurement staff at Woreda and town level and recommend action and closely work with procurement staff Woreda and town levels.
Conduct frequent travel to woredas and towns (not less than 50% of the contract time) to review and ensure the quality of the Woreda and town procurement performance and reporting. .
Provide input to the regional PMUs quarterly report on procurement.
Provide assistance to the independent auditors as wells as to the World Bank’s procurement reviewers while reviewing procurement activities at Woreda, town and regional levels.
Prepare procurement process tracking and follow-up system, and prepare contract status tracking system, and monitor and report on procurement and contract activities.
Draft, publish and float invitation of bids for the procurement of works, goods and non-consulting services and Request for Expressions of Interest (REOI) for consulting services as per the Bank’s procurement regulations.
Evaluate bids, technical proposals and financial offers made for the procurement of works, goods and non-consulting services and consultants under the project.
Prepare & coordinate procurement correspondence with the World Bank and follow up in all cases in which a “No Objection” is required.
Receive bidders and consultants’ complaints and closely work with the relevant officials and staff for the properly and timely addressing of the complaints.
Keep records and files of all procurement documentation both in the case of activities subject to prior and post reviews by the World Bank and auditors.
Guide/assist the Procurement Evaluation Committees in the evaluation of EOIs/Bids/Proposals and prepare Evaluation Reports;
In addition to the above-mentioned activities, the Senior Procurement Specialist will perform other related and relevant assignments which may be assigned to him by the PMU Coordinator from time to time.

The educational qualification and experience of the applicant shall be used as a screening requirement evaluated as pass or fail.
The applicant passing the compliance requirement shall be seat for written exam and having the highest score will be selected as senior procurement specialist for the post.
