1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Digital ID for Inclusion and Services Project and intends to apply part of the proceeds toward payments under the contract for Selection of Service Providers to Serve as Marketing and Media Placement Firm.
2. The National ID Program now invites sealed Bids from eligible Bidders to serve as Marketing and Media Placement Firm.
3. The required services are categorized into Lots as indicated in the below table

Above the Line (ATL) Marketing and Communications |
ATL - Above The Line firm typically involves the strategic planning, development, and execution of mass media advertising campaigns aimed at building brand awareness and reaching a wide audience. This includes conducting market research and consumer insight analysis to inform brand positioning and messaging, followed by the creation of high-impact creative concepts tailored for mainstream media platforms such as television, radio, newspapers, magazines, cinema, and digital banners. The firm is responsible for producing compelling ad content, coordinating with production houses and media partners, and managing media planning and buying to ensure optimal placement and audience reach. Additionally, the ATL firm monitors campaign performance and provides analytical insights and post-campaign evaluation to measure effectiveness and guide future strategies. |

Below the Line (BTL) Marketing and Communications |
BTL - Below The Line firm focuses on targeted marketing activities that engage consumers directly and encourage immediate interaction or response. This includes designing and executing experiential marketing campaigns, in-store promotions, product sampling, trade shows, roadshows, mall activations, and events. The BTL firm is responsible for conceptualizing the campaign based on the client’s objectives, identifying the target audience, selecting appropriate venues or platforms, and handling logistics, staffing, and on-ground execution. It also includes the development of branded materials such as banners, kiosks, and merchandise. Additionally, the firm manages lead generation, customer data collection, and post-event reporting, offering insights on consumer engagement, conversion rates, and overall campaign effectiveness to inform future marketing efforts. |
The qualification Requirements include:
No margin of preference is applicable for this bid.
4. The bidding process will be conducted through competitive procurement using Request for Bid (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 6th edition September 2025 (“Procurement Regulations”), and is open to all eligible bidders/service providers as defined in the Procurement Regulations.
5. Interested eligible Bidders may obtain further information from National ID Program, Digital ID for Inclusion and Services Project Management Unit, Email address: mesfin@id.gov.et, nejmedin@id.gov.et and inspect the bidding document during office hours from 8:30AM-12:30PM and 1:30- 5:00 PM local time, from Monday to Friday, before the deadline date and time.
6. The bidding document in English language may be obtained by interested eligible bidders’/service providers upon submission of a written application/request to the email addresses indicated below (email should be sent for both addresses indicated below). The softcopy of the bidding document will be sent to the requester free of charge. To facilitate further communication and correspondence, the proposer should indicate the name of the company, contact/focal person, telephone number, workable email address and relevant information on his/her request email. A hard copy of the bidding document will be issued to the bidders if requested by the bidders. The cost of the courier or postage of hard copy shall be borne by the bidder.
7. Bids must be delivered to the address below on or before 17th of July 2025 10:00 A.M Local Time (Addis Ababa Time). Electronic procurement will not be permitted. Late Bids will be rejected. The outer Proposal envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’/Service Provider designated representatives and anyone who chooses to attend, at the address below on 17th of July 2025 2025 at 10:30 A.M Local Time (Addis Ababa Time) or immediately after the deadline for submission of bids. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a Bid Security of ETB 1,200,000/ETB One Million Two Hundred Thousand/ for each Lot or equivalent amount in a freely convertible currency in the form of Bank guarantee issued from any reputable Banks. Bidders must submit separate Bid Security as part of the technical part of the bid for each lot in which they wish to submit bids.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
