• The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopian Digital Foundation Project (EDFP), and intends to apply part of the proceeds toward payments under the contract for the Procurement of Central SIM Card Registration System (ECA).
• The Ministry of Innovation and Technology, Ethiopian Digital Foundation Project (EDFP) now invites sealed Bids from eligible Bidders for the Procurement of Central SIM Card Registration System (ECA).
• Bidding will be conducted through National Competitive Bidding (NCB) procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 5th Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from Ministry of Innovation and Technology (MInT), Ethiopian Digital Foundation Project (EDFP), Project coordinator, D/ Project coordinator and/or Procurement management Specialist, tessedf@gmail.com, wondwosseny@mintprojects.gov.et and/or zayedemoint@gmail.com and inspect the RFB document during office hours from 8:30 - 12:30 and 13:30 - 17:00 local time from Mondays to Thursdays; and 08:30 to 11:30 and 13:30 - 17:00 on Fridays before the deadline date and time at the address given below
• The bidding document in English language may be freely accessed by interested eligible Proposers upon submission of a written application/request to the email addresses indicated below (email should be sent for both addresses indicated below). Once email request has been sent to the designated email addresses, the softcopy of the RFB document will be sent to the requester. To facilitate further communication and correspondence, the bidder should indicate the name of the company, contact/focal person, telephone number, workable email address and relevant information on his/her request email
• Bids must be delivered to the address below on or before 24th April 2025@ 10:00AM. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 24th April 2025@ 10:30AM.
• All Bids must be accompanied by a Bid Security of ETB 1,440,000.00 (One Million Four Hundred Forty Thousand Ethiopian birr) or USD 12,000.00 (Twelve Thousand Us dollar) or equivalent amount in a freely convertible currency. Securities issued from insurance companies shall not be acceptable.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
