Assignment Title: Consultancy Service for INSTITUTIONAL ENVIRONMENTAL AND SOCIAL CAPACITY ASSESSMENT

• The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the first Power sector Reform Investment Modernization in Ethiopia (PRIME I) and intends to apply part of the proceeds for consulting services.
• The technical services of a firm (“Consultant”) the environmental and social capacity assessment are: (i) to assess the available policies, procedures, organizational structures with communication lines, guidelines, staffing, and resources for environmental and social risk management, (ii) to assess current practices on environmental and social risk management of the institution at a corporate level and across different projects ,(iii) to identify gaps on environmental and social risk management based on the assessment made, and (iv) to provide recommendations to bridge the identified gaps with estimated budget and strengthen the environmental and social capacity of EEU throughout the Program implementation Period.
• The service is expected to be started in May 1, 2025 and estimated duration is for 2 years.

5. The Ethiopian Electric Utility now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

• core business and years in business,
• relevant experience,
• technical and managerial capability of the firm (Key Experts will not be evaluated at the shortlisting stage)

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

7. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

8. A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
