Assignment Title: Consultancy Service for Development of National Digital Risk Information Platform (NDRIP) for the Ethiopian Disaster Risk Management Commission (EDRMC).

The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Flood Management Project and intends to apply part of the proceeds Consultancy Service for Development of National Digital Risk Information Platform (NDRIP) for the Ethiopian Disaster Risk Management Commission (EDRMC).

General Objective:

The main purpose of the consultancy service is to develop a unified, robust, and user-friendly National Digital Risk Information Platform (NDRIP) to manage and share geospatial disaster risk information among government agencies and the public.

Specific objectives:

• To design and develop a secure and scalable digital platform that can accommodate various types of risk level data and information for hazard types such like Flood, Drought, land slide, earthquake and wild fire.
• To implement data management functionalities, including data collection, storage, and retrieval.
• To develop data analysis and visualization tools to facilitate risk assessment and decision-making processes.
• To integrate mechanisms for real-time data updates and alerts to enhance situational awareness.
• To provide training and technical support to EDRMC staff and other relevant stakeholders for effective utilization of the NDRIP.

Scope of Service:

• Conduct a gap analysis.
• Prepare needed technical specification for the relevant goods & systems to be procured under the Flood Management Project
• Design and develop the NDRIP
• Develop data analysis and visualization tools, including risk mapping and reporting capabilities.
• Design and incorporate user-friendly interfaces and intuitive navigation.
• Train the NDRIP’s key users, including preparation of users’ manuals for effective utilization of the NDRIP.

The study team arrangements proposed in detail will be included in the Term of Reference.

The Ethiopian Disaster Risk Management Commission now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information, including firm profile and brochures, demonstrating that they have the required qualifications and relevant experience to perform the services.

The short-listing criteria are:

• Core Business (Areas of Expertise)
• Years in Business
• Experience in Similar Assignments
• Technical and Managerial Capability

Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 , revised November 2017, July 2018, November 2020 and September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultancy firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the selection based on Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.
