• The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the implantation of CR-WaSH for Water supply, sanitation and Hygiene and intends to apply part of the proceeds toward payments under the contract[1] for procurement of Civil Works, Supply and lying of pipe & fittings, design review supply, installation and commissioning of Electro-mechanical equipment for Soyama Zuria CR-WaSH Multi-village WSSP in Burji Zone of South Ethiopia National Regional state. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
• The Ministry of water and Energy serves as the implementing Agency for the project and now invites sealed Bids from eligible Bidders for Civil Works, Supply and lying of pipe & fittings, design review supply, installation and commissioning of Electro-mechanical equipment for Soyama Zuria CR-WaSH Multi-village WSSP in Burji Zone, working for 12 months,
• Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 Nov. 2020 and Sept 2023(“Procurement Regulations”), and is open to all Eligible Bidders as defined in the Procurement Regulations.

4. Financial, experience and technical capability of the bidder.

• The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as ETB = 42,000,00.00 or equivalent for the subject contract(s) net of the Bidder’s other commitments.
• The Audited financial statement of if not required by the law of bidder’s country, other financial statement applicable to the purchaser for the last five years since 2019 GC/2012 EC, shall be submitted and must demonstrate the current soundness of bidder’s financial position and indicate its progressive long term profitability.
• Minimum average annual turnover of ETB 137, 500,000. OR equivalent calculated as average of total certified payments received for contracts in progress and/or completed for the last five years since 2019 GC/2012 EC.
• .Bidders must have undertaken at least 1(one) Contracts successfully completed contract experience having an amount of ETB 137,000,000.00. OR equivalent or two contract successfully completed contract experience each having an amount of ETB 68,000,000 with a similar Size, nature and complexity during the last five years since 2020 GC/2012 EC supported with names of clients, type and value of contracts.

• Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance TIN certificate and (Registration in EGP supplier list for local bidders)
• Bids must be delivered to the address below on or before October 28 2024 at 2.00 pm. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below in October 28,2024 at 2:30 pm local time.
• All bids shall be accompanied by a Bid Security of ETB 500,000.00(five hundred thousand) or equivalent in the form of Unconditional Bank Guarantee or CPO to Ministry of water and energy and shall remain valid for 148 (One Hundred forty eight) days after bid submission dead line. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document.
• Bid shall be valid for the period of 120 days after Bid Submission deadline.
