The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Ethiopia digital foundation project (EDFP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include supporting ECA to Develop Mobile number portability Implementation Plan, Review and Update the National Numbering Plan, Develop a National Short Code Plan, and Establish a Short Code Harmonization and Migration Plan.
The Ethiopian Communications Authority (ECA) serves as the regulatory body responsible for overseeing the telecommunications sector in Ethiopia. Given the rapid growth of this sector, it is of utmost importance for the ECA to prioritize the development of a comprehensive implementation plan for Mobile number portability. Additionally, the ECA recognizes the need to review and update the current national numbering plan, while ensuring the smooth harmonization and migration of short codes. To achieve these crucial objectives, the ECA will engage the services of a consulting firm to address the following terms of reference.
The consulting firm will conduct a thorough analysis of the telecommunications sector in Ethiopia, aiming to identify any gaps and issues that may hinder the successful implementation of mobile number portability. Furthermore, the firm will be responsible for developing a detailed plan that outlines the necessary steps and timelines for implementing mobile number portability, considering international best practices and standards. Additionally, the consultancy will collaborate with relevant stakeholders to review and update the national numbering plan, ensuring its consistency with the evolving needs of the sector. This will enable seamless communications for both businesses and consumers. By engaging a consulting firm, the ECA aims to leverage their expertise and industry knowledge to drive the growth and development of the telecommunications sector in Ethiopia.
The telecommunications industry is a dynamic and evolving sector that plays a vital role in facilitating communication and connectivity for individuals, businesses, and communities. As technology advances and consumer demands shift, regulatory frameworks and operational strategies within the industry need to adapt to ensure efficient and seamless services.
In this context, the project aims to address key challenges and opportunities within the telecommunications sector by focusing on the development of essential plans related to mobile number portability (MNP), national numbering plan review, national short code plan development, and short code harmonization and migration planning.
The general objectives of hiring a consulting firm to undertake tasks related to Mobile Number Portability (MNP), National Numbering Plan (NNP), National Short Code Plan (NSCP), and Short Code Harmonization and Migration Plan
Specific objectives for each task include the following:
The consulting firm will be required to perform the following tasks to develop a comprehensive Mobile Number Portability (MNP) Implementation Plan.

Ministry of Innovation and Technology- EDFP now invites eligible Consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm.
The attention of interested Consultants is drawn to paragraph 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2023 (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Procurement Regulations.
