Assignment : Consultancy firm selection to conduct Needs Assessment at Federal, Regional and the Human Capital Operation SPG woredas and areas affected by conflict, drought, and high level of refugees

The Federal Democratic Republic of Ethiopia, Ministry of Finance has received financing from International Development Association (IDA) toward the cost of the Ethiopia Human Capital Operation and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include conduct a needs assessment at the three levels of government (Federal , reginal and Woreda ) to identify, define and prioritize interventions for areas affected by conflict ,drought and high level of refuge in the most affected regions. The assessment is expected to cover all regions , all 42 Specific purpose grant(SPG) woredas and at least 23 of high risk non-SPG woredas. Scope of the service is limited human capital and related sectors at each level . The sector includes education, health, water, agriculture, women and social affairs, planning and development and refuges and returnees service. At woreda level it will cover selected SPG woredas and non -SPG woredas affected by conflict ((i.e. in Tigray, Amhara, Afar and Oromia) and woredas affected by drought and the internally displaced persons (i.e. in Somali, Afar, Oromia, South Ethiopia Region, South Western Ethiopia Region and Central Ethiopia Region)
The specific tasks of the consultancy service include the following but not limited to :-
The estimated level of effort required for the consultancy service is 588.5 staff months for the period of 15 weeks of consultancy service period. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Ministry of Finance is now inviting eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (edition ) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and cost Based Selection (QCBS) methods set out in the Procurement Regulations.
