Assignment : Consultancy firm selection to conduct Needs Assessment at Federal, Regional and the Human Capital Operation SPG woredas and areas affected by conflict, drought, and high level of refugees

The Federal Democratic Republic of Ethiopia, Ministry of Finance has received financing from International Development Association (IDA) toward the cost of the Ethiopia Human Capital Operation and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include conduct a needs assessment at the three levels of government (Federal , reginal and Woreda ) to identify, define and prioritize interventions for areas affected by conflict ,drought and high level of refuge in the most affected regions. The assessment is expected to cover all regions , all 42 Specific purpose grant(SPG) woredas and at least 23 of high risk non-SPG woredas. Scope of the service is limited human capital and related sectors at each level . The sector includes education, health, water, agriculture, women and social affairs, planning and development and refuges and returnees service. At woreda level it will cover selected SPG woredas and non -SPG woredas affected by conflict ((i.e. in Tigray, Amhara, Afar and Oromia) and woredas affected by drought and the internally displaced persons (i.e. in Somali, Afar, Oromia, South Ethiopia Region, South Western Ethiopia Region and Central Ethiopia Region)

The specific tasks of the consultancy service include the following but not limited to :-

• Conduct needs assessment and review models of innovation to address learning poverty and reduce stunting in the selected SPG woredas which includes compile woreda profile in terms of human capital (population by age , number of facilities by functionality status) identify major factors for levels of stunting and learning poverty in the woreda, identify potential interventions for stunting and learning poverty and learning and nutrition windows in order prioritization for each woreda with cost estimate and review existing service delivery models in education and health sectors focusing on SPG woredas and list project interventions and activities
• Conduct needs assessment in at least 23 of woredas affected by conflicts, drought, IDPs and high levels of refugees covering identify accessibility, compile woreda profile in terms of human capital , identify facilities and materials in human capital sectors damaged by conflicts, estimate the proportion of the damage by conflict relative to total in woreda, main challenges in provision of basic service by Woredas, identify and prioritize key support areas with cost estimate and other as necessary,
• Assess needs for system strengthening and accountability for improved service delivery at all levels of government (identify technical expertise required , capacity gaps, identify challenges and capacity need for multisectoral coordination, planning and budgeting, assess needs in PFM (include PBB, government, procurement, reform, and environmental and social management ) and prioritize interventions at all levels.

The estimated level of effort required for the consultancy service is 588.5 staff months for the period of 15 weeks of consultancy service period. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Ministry of Finance is now inviting eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Demonstrated core business of the firm relevant to the assignment, with extensive experience of at least 5 years carrying out large-scale needs assessment at sub-national level in Ethiopia.
• Demonstrated Strong analytical skills and experience in using major survey software application, and a demonstrated ability to conduct interviews with a range of stakeholders, experience in pulling together analysis and data into reports.
• Demonstrate execution of three similar assignments and nature in the last five years
• Experience in reviewing and compiling multiple data sets and strong understanding of quantitative and qualitative analysis with Social Assessment
• A strong track record of delivering intensive large-scale fieldwork to a high standard and on-time delivery of services.
• A strong track record of continuous field presence in the geographical area, for at least the last 2 years

• Experience in carrying-out quantitative research and data collection an in Ethiopia is preferred,

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (edition ) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
