Assignment Title: Environmental and Social Risk Management /ESRM/ and Gender Program Design Consultancy for EEP: Consultancy service to carry out Gap Analysis and Design of ESRM and Gender management Capacity Strengthening Program at EEP

The Feral Democratic Republic of Ethiopia /Recipient/ has applied for financing from the World Bank toward the cost of the Power Sector Reform, Investment and Modernization in Ethiopia – (PRIME-1) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Gap Analysis and Design of ESRM and Gender management Capacity Strengthening Program at EEP. The major services include but not necessarily limited to hereafter;

  • Assess the existing policies, bylaws, manuals, procedures, reporting structures and guidelines for environmental and social including health and safety risk management of activities, projects, and operations;
  • Assess the available staff positions and assigned staff for environmental and social including health & safety risk management of projects and operations at all levels;
  • Assess the technical capacity of the ESHS staff including educational background, experiences, and relevant trainings;
  • Assess current practices on environmental and social including health & safety risk management that includes screening of projects and activities for environmental and social risks, preparation of relevant ESHS instruments, implementation and monitoring of recommended ESHS measures and actions;
  • Assess the available resources for environmental and social including health & safety risk management of projects and operations including logistics (vehicles, monitoring equipment, office, computers, etc.) and finance/budget;
  • Assess communication and coordination between the different environmental and social units, health and safety work units and the technical, operation, and management units at all levels;
  • Assess how gender equality issues including GBV prevention and response mechanism are systematically addressed at the organizational level and project level under the umbrella of social safeguard;
  • Assess management commitment on environmental and social matters and the level of support provided for ESHS risk management of projects and operations;
  • Identify and consolidate the capacity gaps based on the assessment made;
  • Provide recommendations and develop an action plan to strengthen the institutional EHS management capacity of EEP.

The Ethiopian Electric Power /EEP/ now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Core business and years in business;
  • Relevant Experience in the field of assignment;
  • General qualifications and number of key staff

N.B Individual experts’ bio data/CV is not required to be submitted with the Expression of Interest. Only a summary of educational qualifications and the experience of available personnel are required.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
