equipment and power cable for rehabilitation of Northern Grid.

1. The Federal Democratic Republic of Ethiopia has received funds from the Agence Française de Development
(the French Development Agency) towards the cost of procurement of design, manufacture, test, and supply, delivery
to site of erection, test and commissioning power transformer, Primary and secondary equipment, Power cable, and
Shunt Reactors for Lot one (1) and Lot two (2) . It is intended that part of the proceeds of these funds will be applied
to eligible payments under the contract for Procurement of Lot -1 Two Shunt Reactors for rehabilitation of northern
Grid and Lot-2 Procurement of Power Transformer, Primary and Secondary equipment and power cable for
rehabilitation of Northern Grid.
2. The Ethiopian Electric Power (EEP) now invites sealed bids from eligible bidders for the procurement of Lot -1
Two Shunt Reactors for rehabilitation of northern Grid and Lot-2 Procurement of Power Transformer, Primary and
Secondary equipment and power cable for rehabilitation of Northern Grid.
3.Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the office
Ethiopian Electric Power Head Office during office hours 8:00AM up to 5:00PM from Monday to Friday at the

4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written
application to the below address and upon payment of a non-refundable fee of Birr 5,500.00 (Five Thousand Five
Hundred Birr) or its equivalent in a freely convertible currency. The method of payment shall be in cash or cashier’s
check or through telegraphic transfer to EEP Transmission Construction A/C No. 1000252665203, Commercial
Bank of Ethiopia (CBE), Arada Giorgis Branch and EEP BUMBUNA HPP A/C No. 0101181300051, NATIONAL
BANK OF ETHIOPIA (NBE), Swift Code: NBETETAA, for ETB and USD respectively.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the
Agence Française de Développement’s Bidding Documents for Procurement of Goods.
6. Bids must be delivered to the above office on or before 2:00PM Local Time on (Addis Ababa) August 9, 2023 and
must be accompanied by a bid security amount for Lot-1 USD 29,000.00 (Twenty Nine Thousand) and for
Lot-2 USD 93,000.00 (Ninety Three Thousand).
7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 2:00PM Local
Time on (Addis Ababa) August 09,2023 at the offices of Mexico K Kare Center 1 st Floor, Room No.01
8. Qualification criteria are as follows:
(1) Financial Capability
The Bidder shall Submission of audited balance sheets or if not required by the law of the Bidder’s
country, other financial statements acceptable to the Purchaser, for the last 3 (Three) years to
demonstrate the current soundness of the Bidder’s financial position based on the following criteria:
a) liquidity ratio ≥ 1.1 ((Current Assets) / (Current Liabilities) ≥ 1.1)
b) Indebtedness ratio ≤ 80% ((Total Liabilities) x 100 / (Total Assets) ≤ 80%)]
(2) A Minimum average annual turnover of US$ 2,237,536.37 for Lot One (1) and for Lot two (2) US$
5,365,514.37, calculated as total certified payments received for contracts in progress and/or
completed within the last 5 years.
(3) Specific Experience and Technical Capacity

(a) The Bidder shall demonstrate that it has successfully completed at least two contracts for each lot
within the last five years prior to bid submission deadline, each with a value of at least USD
1,193,352.73 for lot one (1) and USD 3,732,531.74 for lot two (2) that have been successfully and
substantially completed and that are similar in nature and complexity to the Goods and Related
Services under the Contract.
