Assignment Title: Selection of Consultancy Service for the Supervision of ERP, Network and Hardware Resources Implementation Project for Ethiopian Roads Administration (ERA)

The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Road Sector Support Project (RSSP) initiative and intends to apply part of the proceeds for consulting services for supervision of ERP, Network and Hardware Resources Implementation Project for Ethiopian Roads Administration (ERA).

The consulting services (“the Services”) includes rendering the service with due diligence and efficiency in fully supervising at highest professional the role of IT project management by representing the Administration as defined under the works contract and to supervise the implementation works on behalf of the Administration throughout the implementation of ERP system, related hardware, network resources and organization change management. The services will be conducted over a period of 36 months.

The detailed Terms of Reference (TOR) for the assignment is published in UNDB Online, World Bank’s external website and Ethiopian Roads Administration website (www.era.gov.et).

This is, therefore, the Ethiopian Roads Administration now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Eligibility
• General Experience: International experiences in the ICT field including but not limited to ERP projects supervision or consulting experience and Experience in supervising government/public office or international agencies in ICT field
• Specific Experience: Experience in supervision of ERP projects in scope, complexity and value related to, design, supply and implementation of integrated information systems, Data management, IT policy, IT strategy, IT standards and IT governance in the last 7 years
• Knowledge and experience in the region (in Ethiopia and other Sub Sahara Countries)
• Company establishment [Technical and Managerial Organization of the firm regarding its Areas of Expertise, Core Business and Year in the Business], Number and Diversity of Permanent Personnel related to the service (Project Manager , ERP Consultant, Data Management, Integration and Migration Expert, Change Management and Training and IT Infrastructure and Security)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World bank Borrowers, (January 2011, Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based selection method set out in the Consultant Guidelines.
