The Federal Democratic Republic of Ethiopia, Ministry of Finance has received financing from World Bank toward the cost of General Education Quality Improvement Program for Equity (GEQIP-E) and Ministry of Education intends to apply part of the proceeds for consulting services under the above reference number.
The consulting services (“the Services”) include carrying out Comprehensive Intermediate and Exit Evaluation for GEQIP-E (for parent program, First Additional Financing (AF1) from Global Partnership for Education (GPE) and Second Additional Financing for Refugees Integration (AF2))
The Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Core Business and Years in Business, Experience in the Specific Assignment, and Technical and Managerial Capability.
The attention of interested Consultants is drawn to paragraphs 3.14 – 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing: Goods, Works, Non-Consulting and Consulting Services dated July 2016, revised November 2017 and August 2018. (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
Further information, including the TOR for the Consultancy Assignment, can be obtained at the address below during office hours 8:00-12:00 am and 1:30- 5:00 pm Addis Ababa time from Monday to Friday from Ministry of Education, procurement Executive.
Expressions of interest must be delivered in a written form to the address below in person or by e-mail on or before 25 May 2023 at 5:00 PM Addis Ababa time.
