• The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Enhancing Shared Prosperity Through Equitable Services/(ESPES) Project and intends to apply part of the proceeds toward payments under the contract[1] and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this AV (Audio-Video) Conference Infrastructure solution for OFAG 10 rooms.
• The Ministry of Finance (MoF) now invites sealed Bids from eligible Bidders for:

Scope of the Project

• Design, installation, supply, and commissioning of AV systems based on the requirements.
• The conference system should use infrared radiation (IR) for wireless operation unless otherwise stated in this RFQ.
• The systems need to be interoperable and can be integrated with Cloud Video Conference Solutions.
• The supplier is supposed to provide the room presence solution for the video conferencing system.
• Required conferencing solutions for joining remote conferences will be done via a cloud-based offering.
• All the major components of the solutions to be provided need to have ISO or equivalent certificates.
• Provision of technical drawings and designs where applicable.
• Provision of necessary documentation (User manuals, original training documents…)
• Training for key technical personnel handling the system.
• Warranty and maintenance services.
• Bidding will be conducted through International Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” for Procurement in Investment Project Financing Procurement Services July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations .

4. Interested eligible Bidders may obtain further information from Ministry of Finance, Channel One Programs Coordinating Directorate, main building 6th Floor, ROOM No 601 and inspect the bidding documents at the address given below from 09:00 to 12:00 and 14:00 to 17:00 Hrs. Monday to Friday[2]

5. The bidding document in English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[3] of 500 (Five hundred birr) Ethiopian birr. The method of payment will be Cash.

6. Bids must be delivered to the address below at or before MAR 08, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at MAR 08, 2023and Time 2:30pm

7. All Bids must be accompanied by a Bid Security of 100,000 (One hundred Thousands) Ethiopian birr

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
