Dear Mr. /Ms.:

• The Ministry of Science, Education and Youth (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a “loan” (hereinafter called “loan” toward the cost of Project "Croatia: Towards Sustainable, Equitable and Efficient Education" (SEE education). The Project implementation Unit, an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. Payments by the Bank will be made only at the request of the Borrower and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the loan agreement. The loan agreement prohibits a withdrawal from the loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Borrower shall derive any rights from the loan agreement or have any claims to the proceeds of the loan.
• The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): Normal & extended scope financial statements audit of Worldbank financed projects and grants for the project "Croatia: towards sustainable, equitable and efficient education" (SEE Education)REF NO: SEE-CS-IC-PIU-3.1.-15 More details on the Services are provided in the Terms of Reference (Section 7).
• This Request for Proposals (RFP) has been addressed to the following shortlisted Consultants:

• Ernst&Young, Croatia
• PricewaterhouseCoppers, Croatia
• Iris Nova Rijeka, Croatia
• HLB Inzinjerski BIRO Revizija d.o.o., Croatia

• Mazars Cinotti Audit d.o.o., Croatia
• It is not permissible to transfer this RFP to any other firm.
• A firm will be selected under Least Cost Selection Method procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers November 2020 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.”

• Details on the proposal’s submission date, time and address are provided in ITC 17.7 and ITC 17.9.
