Assignment Title: Call for PIU staff - Consultant Project Manager for Primary Education and Social Specialist
Reference No. (as per Procurement Plan):
The Government of Republic of Croatia and the International Bank for Reconstruction and Development (IBRD) have signed the Loan Agreement (Loan No. 9303-HR) in the total amount of 25 million EUR for the Project "Croatia: Towards Sustainable, Equitable and Efficient Education" (the Project). The Project will be managed by the Ministry of Science and Education (MSE). The main goal of the Project is to improve equity in selected schools that will conduct whole-day school and increase the institutional capacity of the MSE for the implementation of educational reforms.
The project includes 3 components: (1) to ensure that the increased hourly rate leads to quality learning outcomes, (2) to demonstrate infrastructural solutions for whole-day school and (3) to strengthen the capacity of the MSE to implement reforms. Implementing the reform of the Education system, together with an updated school infrastructure, the Government of the Republic of Croatia will contribute to a better education that will prepare children and young people for the challenges and jobs of the future. Further thorough modernization of the Education system will ensure accessibility, quality and relevance while equalizing opportunities for all children, pupils and students.
Under Component (3), a Working Group to support and implement reform initiatives in the field of education (PIU) is established, consisting of, inter alia, Consultant Project Manager for Primary Education and the Social Specialist (Consultants), to which this call refers to. The PIU is providing appropriate support to the Ministry of Science and Education in the effective implementation of the Project and the reforms and investments in the scope of National Recovery and Resilience Plan (NRRP/NPOO) 2021-2026.
2. QUALIFICATIONS, EXPERIENCE AND TERMINATION OF CONTRACT
The MSE invites eligible consultants to indicate their interest in providing the Services specified in attached Annex A “Terms of Reference and Scope of Services for Consultant Project Manager for Primary Education” and/or in the Annex B “Terms of Reference and Scope of Services for Social Specialist” of this document.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for one or both positions as follows:

The Consultant Project Manager for Primary Education shall perform the Services during the period of commencing April 3, 2023 and continuing through June 30, 2026 (39 months), or any other period as may be subsequently agreed by the parties in writing.
The Social Specialist shall perform the Services during the period of commencing April 3, 2023 and continuing through April 30, 2025 (24 months), or any other period as may be subsequently agreed by the parties in writing.

The Commission for the Implementation of the call (hereinafter: the Commission) is appointed by the Minister of Science and Education. The Commission establishes a list of registered candidates who meet the formal conditions of the call and whose expression of interest are complete and timely delivered. Eligible candidates will be called for an interview in order to determine their interest, knowledge, skills and results in previous work.
Consultants will be selected in accordance with the Limited Competitive Selection of Individual Consultants 7.38 method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The World Bank requires that firms or individuals involved in Bank IPF procurement shall not have a conflict of interest.
