3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Required Qualifications of Bidders
1)Overseas bidders shall provide valid business registration documents issued in accordance with the laws of their registered countries or regions.
2)Domestic bidders shall provide valid business licenses for enterprise legal persons.
3)Bidders shall submit the configuration list of the tendered equipment.
4)Bidders shall be either manufacturers of the tendered products or agents duly authorized by the manufacturers. In case the goods supplied under the contract are not manufactured by the bidder, the bidder shall submit the official authorization letter issued by the manufacturer (see Volume I of Documents for International Competitive Bidding for Mechanical and Electrical Products). Bids authorized by national general agents, regional agents and other secondary agents of manufacturers shall not be accepted, nor shall bids authorized by representative offices, liaison offices and other institutions without independent legal person qualification. The original manufacturer authorization certificate must be provided.
5)Bidders shall provide the original copy or scanned copy of the bank credit certificate issued by their opening bank within three months prior to the bid opening date. If it is clearly stated on the credit certificate that copies are invalid, the original certificate must be submitted, and the tendering agency reserves the right to examine the original document. For enterprises registered in mainland China, they shall additionally provide the scanned copy of bank account opening license affixed with official seal, original basic deposit account information certificate, bank-style basic deposit account information, filed bank seal card, application form for corporate bank settlement account or other equivalent certification documents.
6)Bidders shall provide sales performance records of the tendered products for the recent three years (from January 1, 2023 to the bid closing date), with the bidder as the actual sales entity. Bidders shall submit the list of sales contracts as well as key pages of representative major contracts including but not limited to contract cover pages, procurement content pages and sealed pages of both parties as supporting documents.
3.2 Joint Bidding
Joint bidding is not allowed.
3.3 Registration Restriction
Potential bidders who have not completed registration and purchased tender documents from Guangdong Machinery & Electric Equipment Tendering Co., Ltd. are not permitted to participate in the bidding.
