3、Qualification Requirements For Bidder
Qualifications or Performance:1) Bidders must be independent legal entities or other organizations with legal business qualifications.
2) If the bidder is the manufacturer of the goods being tendered, it should provide the "Medical Device Manufacturing Enterprise License of the People"s Republic of China" or the "First-Class Medical Device Production Filing Certificate" in accordance with national regulations; if the bidder is a sales and distribution enterprise, it should provide the "Medical Device Distribution Enterprise License of the People"s Republic of China" or the "Second-Class Medical Device Distribution Filing Certificate" in accordance with national regulations. The production or business scope of the bidder should be consistent with the relevant national licenses.
3) The tendered goods should have a valid "Medical Device Registration Certificate of the People"s Republic of China" or "First-Class Medical Device Filing Certificate" / "Notice of First-Class Medical Device Filing Number". The specifications and models of the tendered goods should be consistent with those on the "Medical Device Registration Certificate" or the "First-Class Medical Device Filing Certificate" / "Notice of First-Class Medical Device Filing Number".
4) The bidder should provide the "Radiation Safety License" for both the bidder and the manufacturer of the tendered goods (applicable to units that produce and sell radioactive isotopes and radiation devices within the territory of the People"s Republic of China).
5) The bidder must be a professional manufacturer of the equipment required for this tender or an effectively authorized agent.
6) The bidder should have no major illegal records in business activities within the three years prior to participating in the government procurement activities.
7) The bidder should have no record of bribery crimes since the start of its business operations.
8) The bidder should not be listed on the "Credit China" website (www.creditchina.gov.cn) as a dishonest executive, a party involved in major tax violations, or on the "China Government Procurement Network" (www.ccgp.gov.cn) as having serious illegal and dishonest behaviors in government procurement.
