3、Qualification Requirements For Bidder
Qualifications or Performance:3.1.1 The Bidder shall be an independent legal person or other organization complying with the provisions of the Bidding and Tendering Law of the People"s Republic of China. Domestic bidders shall provide a business license or legal person certificate; overseas bidders shall provide local registration documents.
3.1.2 The original or copy of the credit certificate issued by the Bidder"s opening bank within three months prior to the bid opening date.
3.1.3 The Bidder shall undertake that the export of its equipment and software fully complies with relevant international and Chinese laws and regulations, and shall assist in completing all necessary import and export licensing procedures.
3.1.4 For domestic products of this Project, only bids from product manufacturers shall be accepted. For overseas products, bids from both product manufacturers and agents shall be accepted.If the Bidder is an agent of the tendered products, it shall obtain and provide a valid authorization letter issued by the manufacturer of the selected goods. The original manufacturer and its agent shall not participate in the bidding simultaneously.
3.1.5 Joint bids are not accepted for this Project.
3.1.6 If the Bidder wins the bid, it shall sign a written contract in accordance with the tender documents and the successful bidder"s bidding documents, and shall not add any other unreasonable clauses or impose additional requirements on the Tenderee.
3.1.7 The Bidder and the manufacturer of the tendered goods shall have no major illegal records in business activities in the past year; shall not have won the bid by improper competition means; shall have no major economic or criminal cases; and shall not have had contracts terminated or lost lawsuits as a defendant due to any breach of contract, violation of laws or business ethics by itself. (A commitment letter with self-drafted format shall be provided.)
3.1.8 Performance Requirements: The Supplier shall provide sales performance of no less than 5 sets of original equipment of the same brand and same series sold globally from January 1, 2023 to the present (subject to the contract signing date), specifying the equipment sales date, corresponding customer name and order quantity.During the bidding period, documents such as purchase orders, procurement contracts or user acceptance certificates (including key information pages) shall be submitted.Note: The performance quantity shall not include demo equipment and equipment under unreleased POs.The submitted documents shall be attached with a commitment stating that "The above information is true and reliable; if inconsistent with facts, we shall bear corresponding legal liabilities", which shall be signed by the authorized representative and affixed with the official seal of the Bidder. The Tenderee reserves the right to inspect the original performance supporting documents when necessary.(In addition to the above supporting documents, the Bidder shall provide a commitment letter on the authenticity of performance in the format specified in the tender documents.)
3.1.9 The Bidder shall submit an Enterprise Basic Information Form, which may include actual details such as unit nature, registration information, business scope, industry-related qualification certificates (copies to be provided), and other supporting documents proving the Bidder"s capability to undertake this bidding activity. The form shall be affixed with the official seal of the unit to ensure the authenticity and accuracy of all information.
