3、Qualification Requirements For Bidder
Qualifications or Performance:Any legal person or other organization from the People"s Republic of China or a country or region with normal trade relations witthe People"s Republic of China that meets the following conditions shall, in addition to meeting the requirements for qualified bidders set forth in Section 2.2 of Chapter I ("Instructionto Bidders") of Volume I of the *International Competitive Bidding Documents for the Procurement of Mechanical and Electrical Products (2014 Edition)* compiled by the Department of Machinery, Ele and Science & Technology Industry of the Ministry of Commerce of the People"s Republic of China, also meet the following conditions:

3.1 Manufacturers may participate in the bidding independently. Manufacts within the Customs Territory shall possess a valid business license; manufacturers outside the Customs Territory shall be legally registered in their respective countries.

3.2 The national general agent, regional ageagent listed in the Medical Device Registration Certificate or Registration Form (hereinafter referred to as "Agent") of the bidding product may also participate in the bidding. The national general agentgional agent shall possess an agency certificate that is within its validity period.

3.3 Distributors (or agents) authorized by the manufacturer, national general agent, regional agent, ent may also participate in the bidding.

3.4 Distributors (or agents) within the Customs Territory and the national general agent, regional agent, or Agent authorizing them shall poslid business license and a Medical Device Operation Qualification Certificate (the business scope in the qualification certificate shall cover the category of the bidding product; for Class III products, the Medical Devition License shall apply; for Class II products, the Medical Device Operation Filing Certificate shall apply); distributors (or agents) outside the Customs Territory shall be legally registered locally and authomanufacturer.

3.5 The bidding product must have obtained a Medical Device Registration Certificate (applicable to Class II and Class III).

3.6 If the bidder is a domesticterprise, it must also meet the following conditions: It must not be listed as a "dishonest judgment debtor," "major tax violation dishonest entity," or on the "list of seriousnd dishonest acts in government procurement" on the Credit China website (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cna commitment letter with the official seal).

3.7 Within three years prior to participating in the bidding and procurement activities, the bidder has no record of administrative penalties for environmental protection violaits business activities (provide a commitment letter with the official seal).

3.8 Meet the provisions of Article 22 of the *Government Procurement Law of the People"slic of China* (provide a commitment letter with the official seal).
