For the experiences regarding to “Heating Technology Symposium”,
It should be large-scale international technical conferences or forums. For each one, total days should be no less than 1 day, the number of audiences should be more than
50.
The applicants undertaken most of the orgnization work, including events plan, venue reservation and equipment testing, materials preparation, guests and experts invitation and
related accommodation arrangements, events announcement etc.
It is a plus, if the events were in China or France.
For the experiences regarding to “European Fact-Finding Mission on Heating Sector Decarbonization”
The business reception and/or study tour should be in Europe.
for a single international business reception, it should not be less than 3 days (including international transportation), the delegation received should be more than 3
people.
The international business reception shall be technical and engineering investigation.
It is a plus, if the business reception is related to district heating.
The applicants undertook most of the work of organization, including itinerary planning and arrangement, flight reservation and local transportation, accommodation reservation,
coordination with the projects to be visited, professional translation etc.
For the experiences regarding to “Development and elaboration of a Decarbonization Strategic Plan for Zibo Heat Group Co.,Ltd”,
The related experience should be an energy plan (including heating) or a special heating plan at “feasibility study” or “detailed technical study” level.
The working periods should be at least 3 months including no less than 20 expert-days.
The experience study should give comparable energy scenarios with quantitative figures and need to be implementable.
The study area should be in China. It is a plus if the study integrated international advanced concepts, technologies or project experience in termes of decarbonization pathway
studies.

Expressions of Interest
The Zibo Heating Group Co., Ltd (Client) has applied for a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for
payments under the following Zibo Heating Pipe Network Interconnection and Industrial Waste Heat Comprehensive Utilization Project Phase I .
The Services of the consultant shall consist of: Heating Technology Symposium, European Fact-Finding Mission on Heating Sector Decarbonization, and Development and
elaboration of a Decarbonization Strategic Plan for Zibo Heat Group Co., Ltd.
The Zibo Heating Group Co., Ltd hereby invites Applicants to show their interest in delivering the Services described above.
This Request for Expressions of Interest is open to:
q Consulting firms
q Individual consultants
q NGOs
x Joint Venture between NGO(s) and consulting firm(s)
Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFDFinanced Contracts in Foreign Countries", available online on
AFD’s website: http://www.afd.fr.
The Applicant shall submit only one application, either in its own name or as a member of a Joint Venture (JV). If an Applicant (including any of the JV members) submits
or participates in more than one application, those applications shall be all rejected. However, the same Subconsultant may participate in several applications.
If the Applicant is a JV, the expression of interest shall include:
- a copy of the JV Agreement entered into by all members,
or
- a letter of intent to execute a JV Agreement, signed by all members together with a copy of the Agreement proposal,
In the absence of this document, the other members will be considered as Subconsultants.
Experiences and qualifications of Subconsultants are not taken into account in the evaluation of the applications.
Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of
recent and similar services shall be submitted. A maximum of 15 past experiences shall be presented by Applicants. Determination of the similarity of the experiences will
be based on their respective relevance relative to the services to be performed, as described above.

The Zibo Heating Group Co., Ltd shall not analyse CVs of experts’ profiles at this stage.
The Client will also take into account for the evaluation of the applications the following items:
- Number of experts with heating-related technical backgrounds can be available for the work. Need to specify the planned number and total experts-days
- If there are foreign experts in the team.
- If the applicants have headquarters or offices in Europe. Need to specify the country.
- If the applicants have local partners in heating field in Europe. Need to specify the partner’s name.
- What quality assurance procedures and certifications can be provided by the applicant. Need to specify the type or the label of the certification: for example, ISO 9001
or environmental and social certification
For a JV, its leader (regardless of its country of incorporation) and any other member that has its registered office outside the Client"s country shall fulfil each of
these criteria.
An application that does not meet any of these requirements will be rejected.]
Among the submitted applications, The Zibo Heating Group Co., Ltd will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the
Services shall be sent.
The Expressions of Interest must be submitted to the address below no later than May 8,2026 9:30a.m.(Beijing time)

The EOI prepared by the Applicant and all correspondence and documents relating to the Bid exchanged by the Applicant, Employer and Tendering Agent, shall be written in
English with accurate Chinese translation attached Supporting documents and printed literature that are part of the EOl may be provided in another language and shall be
accompanied by an accurate English and Chinese translation.
Applicants Shall prepare ONE (1) original EOl in English, ONE (1) original EOI in Chinese, four (4) copies EOl in Chinese. In addition, the Applicant shall also submit,
together with the EOI, an electronic version of EOI, which shall be complete and editable and shall be stored in a flash drive and sealed together with the original EOI.
In case of any discrepancy between the original hard copy and the electronic version, the former shall prevail. In case of any discrepancy between the English and Chinese
version, the English original shall prevail.
