3、Qualification Requirements For Bidder
Qualifications or Performance:1)If the goods offered by the bidder are not manufactured by the bidder itself,the bidder shall obtain a formal letter of authorization from the manufacturer permitting the bidder to offer such goods in this tender(refer to Format IV-9-4 in Volume I of the Tender Documents);
2)Documents proving that the bidder possesses the financial,technical,and production capabilities required to perform the contract(a commitment letter shall be provided;refer to Attachment 4:Commitment Letter in Volume II–Tender Data Sheet for the prescribed format);
3)Documents proving that the bidder meets the performance requirements listed in the Tender Data Sheet:None;
4)Original or certified copy of a credit reference issued by the bidder"s bank within three months prior to the bid opening date;
5)Other qualification documents required by this tender:
1.The bidder must have independent legal person status(a legible copy or scanned document of the bidder"s valid business license or other proof of independent legal person status,stamped with the bidder"s official seal,shall be submitted);
2.The bidder must commit that,within the three years preceding participation in this government procurement activity,it has had no major violations of laws or regulations in its business operations,and that at the time of participation,it is not prohibited from engaging in government procurement activities by any competent authority and such prohibition remains in effect(a commitment letter shall be provided;refer to Attachment 4:Commitment Letter in Volume II–Tender Data Sheet for the prescribed format);
3.Suppliers who have provided overall design,specification preparation,project management,supervision,inspection,or testing services for the procurement project shall not participate in any other procurement activities related to the same project(a commitment letter shall be provided;refer to Attachment 4:Commitment Letter in Volume II–Tender Data Sheet for the prescribed format);
4.Legal persons,organizations,or individuals having a conflict of interest with the tenderer that may affect the fairness of the tender shall not participate in the bidding.Bidding units with the same person in charge or those having a controlling or management relationship shall not participate in bidding for the same lot or,if no lots are defined,the same tender project(a commitment letter shall be provided;refer to Attachment 4:Commitment Letter in Volume II–Tender Data Sheet for the prescribed format);
5.Not listed in the list of dishonest judgment debtors,parties involved in major tax violation cases,or records of serious illegal and dishonest behaviors in government procurement(the"Major Tax Violation Dishonest Entities"and"dishonest judgment debtors"in the"Information Disclosure"section of the China Credit Network,the"List of Serious Illegal and Dishonest Behaviors in Government Procurement"on the China Government Procurement Network,Shenzhen Credit Network,and Shenzhen Government Procurement Supervision Network serve as channels for supplier credit information inquiries,with relevant information subject to the query results on the bid opening date.The inquiry is conducted by the tendering agency,and bidders are not required to provide supporting documents.);
