3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The Bidder shall provide a valid business license. If the tendered product falls into one of the following categories:
Class I medical devices: Provide the Class I Medical Device Filing Certificate and Class I Medical Device Manufacturing Filing Certificate for the tendered product.
Class II medical devices: Provide the Class II Medical Device Distribution Filing Certificate (unless the Bidder is the manufacturer), together with the Medical Device Manufacturing License (excluding imported equipment) and Medical Device Registration Certificate for the tendered product.
Class III medical devices: Provide the Medical Device Distribution License (unless the Bidder is the manufacturer), together with the Medical Device Manufacturing License (excluding imported equipment) and Medical Device Registration Certificate for the tendered product.
Copies of the certificates corresponding to the applicable category shall be provided. Products that are not medical devices are exempt from this requirement.
(2) The Bidder shall provide legal source certification documents for the tendered product.
If the product is imported:
① If the Bidder is not the manufacturer and the power of attorney is issued directly to the Bidder, a power of attorney issued by the overseas manufacturer of the imported equipment shall be provided.
② If the Bidder is not the manufacturer and the power of attorney is not issued directly to the Bidder, a power of attorney from the overseas manufacturer shall be provided, together with supporting documents from the authorized principal (such as product distribution agreements, regional agency certificates, regional authorization letters, etc.).
If the product is domestic, source certification documents shall be provided (e.g., sales contracts, agency agreements, etc.).
(3) Performance Requirement:
To ensure the tendered item is a mature product of the Bidder, the Bidder shall provide sales performance of at least one (1) set of Hertz gear grinding machine (face gear grinding machine) in Chinese Mainland that meets all of the following specifications simultaneously:
Worktable load capacity: ≥15 t
Worktable surface diameter: ≥φ2500 mm
Diameter of central opening on worktable: ≥φ1300 mm
Spindle motor power (water-cooled): ≥50 kW
Supporting documents for performance verification shall be copies of contracts and technical agreements signed by both the buyer and the seller.
(4) The Bidder shall be responsible for the authenticity of all materials submitted in the bid and issue a letter of authenticity commitment (format to be prepared by the Bidder and affixed with its official seal).
(5) The Bidder must be registered on the China International Tendering Website (or BI LIAN WANG) and the Heilongjiang Public Resources Trading Platform. Screenshots of the login pages shall be included in the bidding documents.
(6) Any legal person, other organization or individual that has an interest relationship with the Tenderee and may affect the fairness of procurement shall not participate in the bidding.
Units with the same person-in-charge, or with holding or management relationships, shall not simultaneously bid for the same bid package or the same project without package division.
The parent company and subsidiary companies of a group shall not simultaneously bid for the same bid package or the same project without package division.
No more than two subsidiary companies with independent legal personality under the same company may bid for the same bid package or the same project without package division (based on registration order).
(7) The Bidder shall be a professional manufacturer of mechanical equipment, or a sales company under the same group as such a professional manufacturer.
(If the Bidder is a sales company, a supporting statement from the affiliated group manufacturer shall be provided.)
