3、Qualification Requirements For Bidder
Qualifications or Performance:1) Possess independent legal person status and the ability to independently assume civil liability, operate legally and financially in accordance with commercial regulations; 2) Maintain good commercial reputation and a sound financial accounting system; 3) Have the necessary equipment and professional technical capabilities to fulfill contracts; 4) Possess reliable after-sales service capabilities, with dedicated technical support personnel and hardware maintenance engineers responsible for after-sales services; 5) If the bidder is not the manufacturer of the bid goods, a sole authorization letter issued by the manufacturer for this project must be provided; 6) The bidder or the manufacturer of the bid goods must have no fewer than two sales records of similar equipment within the past three years (from April 2023 to the present) (provide a list of sales records and copies of contracts); 7) Within the three years prior to participating in this bidding activity, the bidder must have no illegal records in business operations, no history of securing bids through unfair competition, and no records of bribery crimes; 8) For domestic bidders using products manufactured within the territory of the People"s Republic of China (excluding separately customs-enclosed regions such as Hong Kong, Macau, and Taiwan, including products produced or processed by enterprises in special customs-regulated zones (including those made from imported materials or components from abroad)), they must meet the qualification requirements stipulated in Article 22, Paragraph 1 of the Government Procurement Law of the People"s Republic of China (and must provide the qualification proof documents required by Article 17, Paragraph 1 of the Implementation Regulations of the Government Procurement Law of the People"s Republic of China in the bid documents); 9) The bidder must complete effective registration and bidding business operations on the "Electronically Traded Platform for Machinery and Electrical Products" (hereinafter referred to as the Machinery and Electrical Products Trading Platform, website: http://www.chinabidding.com), recognized by the Ministry of Commerce of China, before the bid submission deadline
