3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Bidders must be independent legal persons or other organizations from the People"s Republic of China (PRC) or countries/regions that have normal trade relations with the PRC. They shall be legal institutions or organizations capable of providing the tendered goods and services and complying with relevant national regulations.
(2) From April 2, 2021, to April 2, 2026 (calculated as the recent five years up to the release date of this project"s tender announcement, with the opening date as the criterion), bidders shall have at least one performance of delivering a complete CBTC signal system for rail transit line. A "complete" system means it covers the main line, on-board equipment, depot, and control center. (For performance verification, bidders shall provide copies of relevant pages of the contract and the opening certificate.) The supply scope of the contract shall include at least the ATP subsystem, ATO subsystem, interlocking subsystem, and ATS subsystem.
(3) As the main technology provider, the bidder must take overall responsibility for the technology and safety of this project and provide a Letter of Commitment as the Main Technology Provider.
(4) Bidders shall bid for all the tendered goods and services; bidding for only one or several types of goods or services is not allowed.
(5) Two or more legal persons with the same legal representative, as well as parent companies, wholly-owned subsidiaries, or different entities with controlling or management relationships, shall not bid simultaneously for this tender project.
(6) At the time of the release of this announcement, the bidder shall not be included in the List of Entities Refused in Writing by the Employer to Bid or Participate in New Projects Under the Employer"s Jurisdiction Due to Breach of Contract in Previous Projects (within the bid refusal period) due to dishonest behavior or inadequate performance in previous projects.(For details, refer to the attachment of the tender document.)
