The Chinese Government has received financing from the World Bank toward the cost of the Sustainable Ecosystem Restoration and Biodiversity Conservation Project, and intends to apply part of the proceeds for Beneficiary Satisfaction Survey Consulting Services.
The consulting services (“the Services”) include designing and implementing a satisfaction survey mechanism for the project beneficiaries. The specific tasks include (but are not limited to): identifying and classifying project beneficiary groups; developing survey questionnaires that cover both quantitative and qualitative content, including assessments of project quality, information access, communication effectiveness, and the sense of informed participation; organizing field surveys, interviews, and focus group discussions; analyzing the survey results to identify the project’s effectiveness, public attitude changes, potential issues, and areas for improvement; assessing beneficiary satisfaction with mechanisms such as stakeholder participation, information disclosure, and complaint systems, and providing corresponding improvement suggestions; compiling annual satisfaction survey reports with recommendations for improvement. The consulting service period shall commence on the date of contract signing and continue until May 31, 2031, covering the entire project implementation period. For specific details, please refer to the Terms of Reference (TOR).
The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.
The Accounting Center of Shanxi Forestry and Grassland Bureau now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. The consulting agency must be a registered socio-economic organization (such as an engineering consultancy, research institute, design institute and/or company, university, or non-governmental organization), with no direct administrative affiliation with the Shanxi Provincial Government or the PMO. The agency must have extensive experience in social safeguards, social impact assessments, resettlement plans, and social risk management; 2. The consulting agency shall have at least 3 assignments financed by international financial institutions (including the WB, ADB, AIIB, NDB, and other international financial institutions) related to social impact assessments, social management plans, social monitoring and evaluation, resettlement monitoring and evaluation, resettlement plans, or process framework preparation within the past 5 years. The proposed team should have at least four qualified technical personnel. The professional staff of the consulting agency should hold degrees in fields such as resettlement studies, sociology/social work, economics, management, or related social sciences. They should have experience in socio-economic surveys and monitoring and evaluation, and be familiar with national laws and regulations related to land acquisition, protected area management, natural resource use, and environmental social safeguards. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.

Beneficiary Satisfaction Survey Terms of Reference (TOR)
A. Introduction
1. Shanxi Province has rich biodiversity and important natural ecosystems, and its ecological security is an integral part of China’s overall ecological security. However, due to the long-term, high-intensity resource-based economic development model and insufficient investment in ecological protection and construction, the existing capacity to support and safeguard ecological systems is far from meeting protection needs. Additionally, urbanization, transportation, and power infrastructure development have caused certain levels of damage and disruption to wildlife habitats. Some wildlife habitats have been destroyed, and the habitats of rare and endangered wildlife face fragmentation, leading to a further reduction in the living space for endangered species such as the North China Leopard (NCL), intensified competition, hindered communication and spread, and increased risks of inbreeding depression. Furthermore, the reduction of wetland areas, vegetation degradation, and the impacts on bird migration and breeding have made biodiversity conservation efforts in Shanxi Province both urgent and challenging.
2. The People’s Republic of China (hereinafter referred to as “China”) has applied to the World Bank (WB) for investment support and technical assistance for the Sustainable Ecosystem Restoration and Biodiversity Conservation Project (hereinafter referred to as the “Project”). This project will restore priority habitats in target areas of Shanxi Province and strengthen both in-situ and ex-situ conservation of priority species. The project will be implemented in the Zhongtiao Mountain State-Owned Forest Bureau, Yangcheng County, Heshun County, Wenxi County, and Hejin City in Shanxi Province through three outputs. These three outputs include:
3. This document outlines the TOR for the Beneficiary Satisfaction Survey Consultancy Services. The Shanxi Provincial Forestry and Grassland Bureau will serve as the implementing agency for the project, with support provided by the Shanxi Provincial Forestry and Grassland Bureau Accounting Center, which will act as the Provincial Project Management Office (hereinafter referred to as “PPMO”). The direct client of the consultancy services will be the PPMO.
B. Objectives of the Assignment
4. The objective of this consultancy service is to ensure that the project implementation complies with the relevant policies and requirements of the China legal and regulatory framework, as well as the WB’s Environmental and Social Framework (ESF).
5. The overall objective of the Beneficiary Satisfaction Survey is to assess the satisfaction of the project’s direct beneficiaries. The target groups for the survey mainly include: (1) Community members whose collective forest land is used for habitat restoration; (2) Government staff, community residents, laborers, and other conservation workers who have participated in the project or received training; (3) Visitors to botanical gardens and other natural science education facilities supported by the project; (4) Other beneficiaries in the project counties who benefit from natural ecosystem protection, environmental improvements, labor employment, and socio-economic development opportunities brought about by the project. The survey will primarily assess the satisfaction of the above beneficiary groups with the project’s implementation and operation, including public opinions on sustainable ecosystem restoration and biodiversity conservation activities. This will help evaluate the effectiveness of public outreach efforts. The results framework will include a public participation indicator, which will measure the proportion of beneficiaries who express satisfaction or higher evaluations of the project’s interventions. The specific objectives of the assignment are as follows:
C. Implementation Arrangements
6. The preparation and implementation of the Beneficiary Satisfaction Survey will be carried out by an external consulting agency. The related costs will be supported by the WB funds. The consulting firm will be selected and engaged in accordance with the World Bank’s Procurement Regulations, using the Consultant’s Qualifications-Based Selection (CQS) method. The consulting service period shall commence on the date of contract signing and continue until May 31, 2031, covering the entire project implementation period. The PMO and implementing agencies will assist the consulting agency, particularly in field surveys, personnel deployment, and logistics.
D. Reporting Requirements
7. During the project implementation period, the consulting agency will submit an annual Beneficiary Satisfaction Survey report to the WB and the PMO. Each report will need to be provided in both Chinese and English electronic versions. Upon completion of the contract, the consulting agency will submit a final Beneficiary Satisfaction Survey completion report in both Chinese and English within two months after the project is completed.
8. During the project initiation phase, the consulting agency shall prepare an implementation plan, which includes: the confirmed survey methodology, work plan, survey tools, questionnaires, beneficiary sampling methods, sample size, and the structure of the satisfaction survey report. The annual reports should include, but not be limited to: a summary of survey results and evaluation conclusions, key issues identified (including current problems and potential risks), necessary remedial or preventive actions, and a follow-up evaluation of prior recommendations or actions taken.

9. The consulting agency will be fully responsible for the content and quality of the above reports and will revise the reports as per the WB’s feedback.
E. Scope of Consultancy Services
10. The scope of the Beneficiary Satisfaction Survey consultancy services includes designing and implementing a satisfaction survey mechanism for the project beneficiaries. 13. The team leader should be familiar with the environmental and social safeguard policies and implementation practices of multilateral international financial institutions such as the WB, and have at least 5 achievements in social impact assessments, social management plans, resettlement plans, gender action plans, resettlement monitoring, or social monitoring and evaluation for projects financed by the WB, ADB, AIIB, NDB, and other international financial institutions. The team leader must hold an environmental and social safeguards policy training certification from the WB.
14. The specific responsibilities of the team leader include: (i) Leading all activities related to the beneficiary satisfaction assessment, with a total input of no less than 10 person-months; (ii) Leading and establishing satisfaction assessment methodologies, including the design of baseline surveys and subsequent annual surveys; (iii) Coordinating and collaborating with relevant institutions or groups within the project to carry out satisfaction assessment activities; (iv) Leading and conducting satisfaction assessment activities and necessary surveys to collect data and information from the PMO and project field sites, and analyzing survey results; (v) Writing the Beneficiary Satisfaction Evaluation Report, including: evaluating beneficiaries’ satisfaction with project quality and effectiveness, information disclosure and communication, public participation, and the effectiveness of complaint and grievance mechanisms, analyzing problems and risks, and providing actionable improvement suggestions; (vi) Discussing survey results with the PPMO, implementing agencies, other relevant institutions, and executing departments to agree on follow-up actions; (vii) Participating in WB review missions.
