3、Qualification Requirements For Bidder
Qualifications or Performance:3.1.1. The bidder shall be an independent legal entity or other organization in compliance with the "Tendering and Bidding Law of the People"s Republic of China" (domestic bidders shall provide a business license or legal person certificate, while overseas bidders shall provide local registration documents);
3.1.2. The bidder shall provide an original or a copy of a credit certificate issued by the bidder"s bank within three months prior to the bid opening;
3.1.3. The bidder must commit that the export of its equipment and software fully complies with relevant international and Chinese laws and regulations, and shall assist in handling all necessary import and export licensing procedures;
3.1.4. For this project, only product manufacturers are accepted for domestic products. For overseas products, the project accepts bids from both product manufacturers and agents. If the bidder is an agent of the product being bid, the bidder shall obtain and provide a valid authorization letter issued by the selected product manufacturer; neither the original manufacturer nor the agent can participate in the bidding simultaneously.
3.1.5. This project does not accept joint bids.
3.1.6. If the bidder wins the bid, they must enter into a written contract in accordance with the bidding documents and the winning bidder"s bidding submission, without adding any unreasonable clauses or additional requirements for the tendering party.
3.1.7. In the past year, the bidder and the manufacturer of the bid goods have no major illegal records in business activities, have not obtained the bid through unfair competition, have no major economic criminal cases, and have not caused contract termination or lost lawsuits as a defendant due to any breach, illegal act, or violation of business ethics (provide a letter of commitment, format to be determined by the bidder);
3.1.8. The bidder shall provide sales performance of the same brand and type of original equipment from the supplier from January 1, 2023, to the present (based on the contract signing date), with a global market sales volume of ≥5 units, indicating the sales time, corresponding customer name (customer name can be replaced by a code), and order quantity. During the bidding stage, purchase orders, purchase contracts, or user acceptance certificates containing key information pages must be provided. The provided materials must include the commitment: "The above information is true and reliable. If inconsistent with reality, we are willing to bear legal responsibility," and must be signed by an authorized representative and stamped with the bidder"s company seal. The tendering party reserves the right to inspect the original documents proving sales performance when necessary. (In addition to the above proof materials, the bidder shall provide a commitment letter on the authenticity of performance in the format specified by the bidding documents.)
3.1.9. The bidder shall provide a company profile form, which may include detailed information according to actual circumstances, such as the nature of the unit, registration information, business scope, industry-related qualification certificates (copies must be provided), and other supporting documents that can prove the company can support this selection. The form shall be stamped with the company seal to ensure the authenticity and accuracy of the information.
