5) Different units with the same person in charge or with a controlling or management relationship shall not participate in bidding for the same bidding project package.

7) The bidder shall possess other documents proving its ability to fulfill the contract after winning the bid:
If the goods submitted by the bidder are not manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer agreeing to provide the goods in this bidding, and the authorization relationship must maintain consistency;
