1、Bidding Conditions
Overview:The newly constructed Jiaxing-Fengnan intercity railway line spans a total length of 35.105 km, comprising 9.53 km of underground sections, 0.29 km of open-cut sections, 3.30 km of subgrade sections, and 21.985 km of elevated sections. The route features eight stations: Jiaxing South Station, Caozhuang Station, Jiaxing Science and Technology City Station, Xiangjiadang Station, Qixing Station, Guigu Station, Jiashan Station, and Fengnan Station, with an average station spacing of 4.579 km. Among these, four stations are above ground (Xiangjiadang Station, Qixing Station, Jiashan Station, and Fengnan Station), one is at ground level (Guigu Station), and three are underground (Jiaxing South Station, Caozhuang Station, and Jiaxing Science and Technology City Station). The project also includes the establishment of a new Qixing Depot and a Qixing Traction Substation.
The Jiashan-Xitang Intercity Railway originates from Jiashan Station (excluding the station) on the Jiaxing-Fengnan Intercity Railway, passing through Zhongxin Industrial Park, Yaozhuang, and Xitang before terminating at the Taipu River border between Zhejiang and Shanghai provinces. With a total length of 20.4 kilometers entirely within Jiashan County, the route includes 5.7 kilometers of underground tracks, 13.7 kilometers of elevated sections, and 1.0 kilometers of transitional segments. Four elevated stations are constructed along the line: Zhongxin Industrial Park, Yaozhuang, Xitang, and Xiangfudang. The railway connects with the Jiaxing-Fengnan Intercity Railway at Jiashan Station under integrated operation conditions, sharing facilities including Qixing Depot (excluding the depot) and Jiaxing South Station Control Center (excluding the control center).
The train has a maximum operating speed of 160 km/h. Its electric traction system employs an AC drive configuration, powered by overhead contact lines with a single-phase AC voltage of 25 kV.
City C-type electric buses (including traction systems) are adopted, with the Fengnan Line consisting of 14 trains/56 cars arranged in a 4-car formation with 2 motor cars and 2 trailers, and the Xitang Line consisting of 8 trains/32 cars arranged in a 4-car formation with 2 motor cars and 2 trailers. During the project implementation phase, the overall vehicle design must comply with the technical requirements of the 160km/h city C-type train "Series China Standard Intelligent City Trains".
The Jiashan-Xitang Intercity Railway and Jiaxing-Fengnan Intercity Railway are scheduled to be fully operational by December 2028 (provisional). After passing type testing, prototype vehicles will proceed to mass production.
The first vehicle delivery is scheduled for September 2027 (tentative), with remaining deliveries planned from September 2027 to June 2028 (tentative). All vehicles will be delivered at Qixing Vehicle Depot in Jiaxing City. Due to operational requirements, deliveries may be conducted in batches, with specific arrangements subject to the delivery plan issued by the tendering party.
Jianjing Investment Consulting Co., Ltd., commissioned by Jiaxing Metropolitan Railway Investment Co., Ltd., is conducting an international public tender for goods and services required in the procurement bid (re-tender) for electric passenger trains on the Jiaxing-Fengnan and Jiashan-Xitang metropolitan railway lines. Qualified bidders who meet the specified requirements and are interested are hereby invited to submit their bids.
Source of Funds:The tenderer has secured the necessary funding for procurement, ensuring the smooth execution of all contracts under this project.
Description of The Prepared Bidding Conditions:The Jiaxing-Fengnan Metropolitan Railway Project has been approved for construction under the document Approval of the Preliminary Design of the Jiaxing-Fengnan Metropolitan Railway by the Zhejiang Provincial Development and Reform Commission (Zhefa Gai Xiang Zi [2022] No. 559).

Qualifications or Performance:Qualifications or Performance:(1)Bidders shall be qualified railway or urban rail transit electric vehicle manufacturers from the People"s Republic of China or countries/regions with regular trade relations with China, capable of supplying the tendered goods and services.
(2)Bidders must have demonstrated track vehicle sales performance in railway or urban rail transit projects within the five-year period from July 1, 2020. This performance shall be evidenced by a copy of the sales contract agreement executed between the bidder and the end-user (e.g., railway or urban rail transit construction/operation entities) after July 1, 2020, and must bear the bidder"s official seal.
