3、Qualification Requirements For Bidder
Qualifications or Performance:Qualification Requirement:The bidder shall have the corresponding supply capacity with the bidding project, the right to independently sign the contract and the ability to fulfill the contract.
Contract Reference Requirement:Bidders must have undertaken at least one similar project. Submit copies of contracts for such projects dated between January 1, 2023, and the bid opening date (if the contract does not specify project details, attach a technical agreement). Specific requirements are as follows: 1) Contracts must bear signatures or seals from all parties (for special contract forms like electronic contracts or purchase orders lacking signatures/seals, provide acceptance reports or invoices to verify authenticity) ; 2) Contract copies must include at least the names of all parties, subject matter, contract amount, contract date, and the signature/seal page (if contract amount is not required for the project, it will not be evaluated); 3) Bidders must provide acceptance reports corresponding to the similar project contracts that demonstrate excellent or qualified performance. 4) The contract date shall be the later of the effective date or the signing date; 5) The total value of any single contract shall not be less than RMB 5.8 million (excluding tax). If the contract amount is denominated in foreign currency, it shall be converted to RMB using the exchange rate specified in Clause 15.1 of the Bid Documentation Form in Chapter 6 of the tender documents. If the contract does not specify the total amount, the bidder shall additionally provide corresponding VAT invoices or bank transfer records for settlement purposes, totaling no less than RMB 5.8 million (excluding tax) or its equivalent in foreign currency. 6) Similar performance refers to cases involving full-flow emission testing systems for light-duty vehicles.
