1、Bidding Conditions
Overview:The first phase of Tianjin Metro Line Z2 (Binhai Airport Station - Beitang Station) starts from Binhai Airport Station and ends at Beitang Station. It mainly runs along Xisi Road, Yangbei Road, Weisan Road, Chuangxin Avenue, Zhongxinzhuang Road, Beida Street, planned Road, Huangshan Road, planned Road and Beijing-Tianjin Expressway. The total length of the line is 39.268 kilometers, including 14.65 kilometers of underground lines, 22.62 kilometers of elevated lines, and 1.998 kilometers of transition sections. A total of 14 stations are set up, including 5 underground stations and 9 elevated stations. The average distance between stations is 2.954 kilometers, with the maximum distance being 5.06 kilometers (from Bohai Lake to Chunhua Road) and the minimum distance being 1.76 kilometers (from Dongting Road to Beitang). The first phase of the Z2 line project adopts A 6-car formation of Type A trains in the urban area, powered by a DC1500V overhead contact line, and the maximum operating speed of the trains is 120km/h. The initial number of vehicles to be allocated is 25 trains or 150 vehicles. The initial operation is scheduled to commence by the end of 2027 (tentative). After the prototype vehicle passes the type test, mass production will be carried out. The delivery date of the first train is before April 30, 2027 (tentative). Subsequent trains will be delivered as required by the tenderer, and the delivery location will be the Z2 line depot or other locations in Tianjin designated by the tenderer. Bidders should fully consider the impact and difficulties on the system debugging of the subsequent opened lines after the operation of the first opened lines in the case of segmented, bypass station opening and delayed construction period of this project. Appropriate interfaces should be set up to ensure the realization of the opening targets of each section. Bidders should fully consider the possibility of schedule adjustment for this project. At that time, the tenderer should notify bidders in advance. Bidders must take countermeasures in advance to ensure the smooth implementation of the adjusted schedule and shall not make any cost demands based on this. Bidders shall re-formulate implementation plans and progress schedules based on the adjusted construction period plan by the tenderer and submit them to the tenderer for approval.

Qualifications or Performance:3.1 Bidders must be vehicle manufacturers registered in the People"s Republic of China in accordance with the Company Law of the People"s Republic of China, with legal person status and the ability to provide the goods and services for the tender. Two or more legal persons with the same legal representative are not allowed to bid for this project simultaneously. 3.2 From January 1, 2020 to the bid submission deadline, the bidder must have one sales performance record of a manufacturing project for urban rail transit vehicles within the territory of the People"s Republic of China (excluding Hong Kong, Macao and Taiwan regions). The project performance must be evidenced by a copy of the sales contract agreement signed between the bidder and the end user (urban rail transit construction or operation unit) from January 1, 2020 to the bid submission deadline, and it must be stamped with the bidder"s official seal.
