Qualifications or Performance:1)The bidder is a legal person or an independent organization (For bidder within the People"s Republic of China, provide a copy of the business license; For overseas bidder, provide the copy of the official enterprise registration certificate of the country or region where it is located);
2)The bidder must be the manufacturer of the bidding product or the manufacturer"s valid authorized legal agency and must provide the copy of the manufacturer"s authorization or certificate of proxy (except for the bidder who is the manufacturer) and the copy of the legal and valid warranty and maintenance commitment letter signed by the manufacturer or the authorized general agency in China;
3)Provide the original or the copy of the credit certificate issued by the bank of the basic account of the bidder within three months before the bid opening date;
4)For bidder within the People"s Republic of China, it must meet the following conditions:No major illegal record in business activities within three years before participating in the bidding of this project; No situation that is prohibited by the relevant departments participating in the government procurement activities and within the validity period during the participation of this government procurement activities; Meet the requirements of clause 22 of the Government Procurement Law of the People"s Republic of China; Not included in the list of the breach of the person subjected to execution, or parties to major tax violations cases, or records of serious illegal dishonesty in government procurement; No serious illegal and dishonest behavior listed in the "Shenzhen Municipal Finance Bureau Credit Information Management Measures for Government Procurement Suppliers" (Shenzhen Financial Regulation〔2023〕No.3).
