3、Qualification Requirements For Bidder
Qualifications or Performance:If the bidder is not the manufacturer of the goods tendered, the bidder shall provide a valid and legal authorization letter or distribution authorization letter issued by the manufacturer, its domestic branch, or the general domestic agent for this tender.
Documents proving that the bidder meets the performance requirements (if any).
Original or copy of the credit certificate issued by the bidder"s opening bank within three months prior to the bid opening date.

4.1 For Class II and Class III medical devices, a medical device registration certificate shall be provided; for Class I medical devices, a product registration record certificate shall be provided.
4.2 For Class II and Class III medical devices produced within the territory of the People"s Republic of China, a medical device manufacturing license shall be provided; for Class I medical devices, a medical device manufacturing record certificate shall be provided.
4.3 Enterprises engaged in Class III medical devices shall hold a medical device business enterprise license; those engaged in Class II medical devices shall hold a medical device business enterprise record certificate.
(Not required for medical device registrants or manufacturers selling medical devices at their domicile or production address.)

Additional Instructions:(I) Other Requirements for Bidders:
Prior to bidding, bidders shall complete online registration on EBNEW (http://www.ebnew.com) or China Bidding Platform for Mechanical and Electrical Products (http://www.chinabidding.com). Otherwise, they shall not be allowed to participate in the bidding.
Suppliers shall register on Jiangxi Public Resources Trading Network (http://jxsggzy.cn/) and obtain Jiangxi CA digital certificate, electronic signature and complete information verification before bidding. For details, please refer to Jiangxi Government Procurement Network (http://www.ccgp-jiangxi.gov.cn/web/).
The bid evaluation results will be publicized on EBNEW, China International Tendering Network and Jiangxi Public Resources Trading Network.
(II) Documents for Obtaining Bidding Documents:
(1) Duplicate of Business License, duplicate of Tax Registration Certificate, duplicate of Organization Code Certificate (or new version of Business License duplicate). Copies shall be stamped with the official seal and kept on file, or scanned copies stamped with the official seal shall be sent to the procurement agency email: gzzb@jxgzzb.com.cn.
(2) Power of Attorney from the Legal Representative, which shall include the full name of the supplier, signature of the legal representative, contact person, telephone number, email address, copy of legal representative"s ID card and copy of authorized representative"s ID card. Any failure in registration caused by unclear information shall be borne by the supplier. The original document stamped with the official seal shall be kept on file, or the scanned original stamped with the official seal shall be sent to the procurement agency email: gzzb@jxgzzb.com.cn.
(III) This procurement involves imported products, but domestic products meeting the technical requirements are also allowed to participate in the bidding.
(IV) A separate electronic version of the bidding document (stamped with official seal) shall be submitted, stored in a USB flash drive, sealed and stamped with official seal. The cover shall indicate the procurement number, project name, bidding supplier name, and be marked "Electronic Version of Bidding Document".
(V) Time for Obtaining Bidding Documents:
From March 16, 2026 to March 23, 2026, daily 09:00–12:00 a.m. and 13:00–16:00 p.m. (Beijing Time, excluding legal holidays).
(VI) Deadline for Submission of Bidding Documents and Bid Opening Time:
