The Government of China has received funding approved by the Executive Committee of the Multilateral Fund for the Montreal Protocol on phasing out the Substances that Deplete the Ozone Layer and the World Bank is the international implementing agency for the project.
For the implementation of the technical assistance activities of China HCFCs Production Sector Phase-out Management Plan(HPPMP), implement a technical assistance project to study the economics and broader application of the HFC-23 transformation process, Foreign Environmental Cooperation Center, Ministry of Ecology and Environment (hereinafter referred to as the Centre) would like to choose one unit to undertake this project.
The Centre now invites qualified units to submit letters of intent. Interested units are required to provide relevant information to demonstrate their qualifications and experience in completing the project. The project is expected to start in March 2026, finish in September 2026, and the project undertaking unit has to invested no less than 48 person months for the project.
The criteria for qualification assessment are as follows:
(1) Be a legally established entity within the People"s Republic of China, with independent legal person status and good credibility.
(2) Be proficient in fluorochemical production and industrial waste treatment technologies, and possess the capability to organize and coordinate on-site investigations of fluorochemical enterprises.
(3) Have experience in undertaking national, ministerial or provincial-level projects or research tasks in the fluorochemical field, or experience in environmental, policy or regulatory consulting or technical services related to the fluorochemical industry.
(4) Be well-versed in the relevant provisions and requirements of the Montreal Protocol on Substances that Deplete the Ozone Layer, and possess research experience in policies, standards and technical guidelines related to the fluorochemical industry.
With regard to the Bank"s policy on conflict of interest, reference can be made to the provisions of article 1.9 of the World Bank (International Bank for Reconstruction and Development (IBRD) Loan and International Development Association Credit) Guide for Borrowers to Select and Engage Consultants (i.e. the July 2014 edition of the Advisory Consultant Guide).
In order to improve the qualifications of bidders, interested units may form a consortium with other companies or jointly bid as sub-consultants.
According to the "Selection based on Consultant Qualifications "(CQS) method, the project undertaking unit will be selected and determined.
