3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The Bidder shall be the manufacturer or agent of the products to be supplied. If the Bidder is an agent, it shall provide the "Qualification Statement of the Bidder (as Agent)" and the "Letter of Authorization from the Manufacturer". If the Bidder is a manufacturer, it shall provide the "Manufacturer"s Qualification Statement".
3.2 Performance requirements: From January 1, 2012, to the deadline for submission of Bidding Documents, the Bidder must have supplied spray drying systems with a single unit production capacity of 20,000 tons/year or more, with a cumulative supply of no less than 5 units. Relevant supporting documents must be provided (including but not limited to: technical documents, cover page of the contract, content pages of the contract, signature and seal page of the contract, and date of signing page of the contract. The performance time shall be subject to the contract signing date).
3.3 For Bidders from outside the customs territory, the original or a copy of a bank credit certificate issued by their bank of deposit within 3 months prior to the bid opening date shall be provided.
3.4 For Bidders from within the customs territory:
1) Bidders from within the customs territory shall provide a copy of the bank basic account opening permit issued by the People"s Bank of China or its branches (in case of no basic account opening permit, basic account information shall be provided);
2) Bidders from within the customs territory shall provide the original or a copy of a bank credit certificate issued by the bank where its basic account is opened within 3 months prior to the bid opening date.
3) Before the deadline for submission of Bidding Documents, if the bidder within the customs territory is listed as a dishonest person on the "Credit China" website, its bidding will be rejected. The query results on the "Credit China" website (www.creditchina.gov.cn) on the bid opening day by the Tendering Agency shall prevail.
3.5 Consortium bidding is not accepted for the project.
3.6 The Bidder shall complete the registration and information verification on the website of http://www.ebnew.com or the electronic trading platform for mechanical and electrical products bidding and tendering (http://www.chinabidding.com) before submitting the Bid.
