The People’s Republic of China has received financing in the amount of US$5,000,000 equivalent from the World Bank toward the cost of China Partnership for Market Implementation Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:
Part 1: Carbon Pricing Policy Analysis and Recommendations.
Support to: (a) analyze the regulatory framework of the carbon pricing policy instruments through focusing on energy and related sectors as part of China’s national Emission Trading Scheme (ETS); and (b) make recommendations on policy coordination, alignment of the ETS with other related trading mechanism instruments, identifying gaps and recommendations for further enhancement of the regulatory framework to maximize effectiveness in the context of the broader policy framework.
Part 2: Enhancement of the National ETS and China Certified Emission Reduction Scheme (CCER); and Analysis of Carbon Tax Design, Implementation, and Administration
Support to: (a) analyze the current operational merits and challenges of the national ETS and CCER, and develop and propose short-, medium-, and long-term integrated road maps to enhance the design and implementation of the national ETS and CCER,; (b) explore the possibility of adopting a carbon tax mechanism with specific considerations on design, implementation, and administration; and (c) carry out of a strategic assessment on linking domestic carbon pricing instruments with international carbon trading mechanisms, including, identifying measures to adopt a cross-border carbon trading mechanism framework.
Part 3: Enhancement of Monitoring, Reporting, and Verification (MRV), and of Registry/Trading Infrastructure for the National ETS and CCER.
Support to: (a) analyze the gaps of current Monitoring, Reporting, and Monitoring (MRV) requirements under the national ETS and CCER, and develop and propose measures including, inter alia: piloting monitoring and data quality assurance technologies to enhance MRV and relevant data management and supervision; revisions to the current technical guidelines; adopting a screening and acceptance protocol for the third-party verifies under the national ETS, and a supervision mechanism for CCER data quality; and (b) propose and design training materials for the third-party verifiers under the national ETS, and for the validation and verification entities/individuals for the CCER; and (c) identify gaps for the current registry and trading infrastructure for the national ETS and CCER and propose improvement measures.
Part 4: Communication, Coordination, and Project Management.
Support day-to-day Project management and implementation, including, among others, procurement, financial management, environmental and social management, citizen engagement, communications and dissemination activities, auditing, monitoring and evaluation for Project implementation, study tours, and coordination with relevant stakeholders.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the , the “World Bank Procurement Regulations for IPF Borrowers”, dated September 2023. (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website worldbank.org, China Bidding Net http://www.chinabidding.com.cn,Foreign Environmental Cooperation Center’s website http://www.fecomee.org.cn.
Prequalification/Initial Selection of suppliers and contractors is not expected.
