3、Qualification Requirements For Bidder
Qualifications or Performance:(1)Bidders must be legal persons or other organizations from the People"s Republic of China or countries or regions that have normal trade relations with the People"s Republic of China.
(2)If the goods tendered by the bidder are not manufactured by the bidder themselves, the bidder shall obtain the manufacturer"s formal authorization letter to provide the goods in this tender, and the authorization relationship must maintain continuity;
(3) From January 1, 2023 to the deadline for bidding, bidders for similar equipment of the same brand must have a performance of 500 spindles or more in each contract, and provide 3 or more copies of such performance (the bidder shall provide a performance list in the bidding documents, which should indicate the user, equipment specifications, equipment model number, contract date, and attach performance proof documents such as contract documents or user reports or user certificates, indicating the project contact person and contact information).

8、Additional Instruction
Additional Instructions:9.1 On-site submission:The following provisions shall be observed: the bidder shall seal and deliver the bid documents to the designated place before the deadline for submitting bids. The bid documents not being delivered within the specified time or sealed according to the requirements of the procurement documents will be rejected.
9.2 Express delivery submission:The following provisions shall be observed:
(1) the bid document must be delivered to the mailing address of the bidding Documents before the deadline for submitting bids. The time when the staff of the tendering agent signs for the mailing package is the delivery time of the bid document. The bid document delivered late is invalid, the bidder shall bear the consequences.
(2) In order to ensure the timely delivery of mailed packages, the bidder shall fully reserve the time required for the mailing and delivery of bid documents, and shall choose an express company with guaranteed mailing and delivery time to send the bid documents.
(3)The bidder shall bind and seal the bid documents according to the requirements of the bidding Documents, and then wrap the sealed bid documents again in an opaque and waterproof mail bag or box, and stick a paper form with project name, project number, valid e-mail address, contact person and contact information on the mail bag or box.
