3、Qualification Requirements For Bidder
Qualifications or Performance:Any legal entity or organization from the People"s Republic of China or from a country or region that has normal trade relations with China, in addition to meeting the requirements of Section 1, Chapter 2 of the 2014 Edition of the "International Competitive Bidding Document for Mechanical and Electrical Products" prepared by the Mechanical and Electrical and Science Industry Department of the Ministry of Commerce of the People"s Republic of China for qualified bidders, must also meet the following conditions:
① The manufacturer can independently participate in the bidding. Domestic manufacturers within the territory must have valid business licenses and production licenses; foreign manufacturers outside the territory must be legally registered in their respective countries.
② The national general agent or the agent listed in the medical device registration certificate or registration form (hereinafter referred to as the agent) can also participate in the bidding. The national general agent must have a national general agent certificate and be valid.
③ The distributor (or agent) authorized by the manufacturer, the national general agent or the agent can also participate in the bidding.
④ Domestic distributors (or agents) within the territory and the national general agent or agent authorized by them must have valid business licenses and medical device operation qualification certificates (the business scope in the qualification certificate should cover the category of the product to be bid, if the product to be bid belongs to category three, the medical device operation license shall be taken as the standard, and if it belongs to category two, the medical device operation filing certificate shall be taken as the standard); foreign distributors (or agents) must be legally registered in their respective countries and obtain authorization from the manufacturer.
⑤ Products for category two or three must obtain a medical device registration certificate, and products for category one must obtain a first-class medical device filing certificate.
⑥ Financial status report, relevant materials for legally paying taxes and social security funds
6.1. Provide a 2024 annual financial audit report or a financial statement (balance sheet, profit and loss statement) for any month from June 2025 to the present;
6.2. Provide a tax voucher for any month from June 2025 to the present;
6.3. Provide a social security record voucher for any month from June 2025 to the present;
